Summary

Responsible for leading the environmental planning, coordination, and management of transit projects to include, but not be limited to, the LYNX Silver Line Light Rail Project, the Red Line, the LYNX Gold Line Phase 3, as well as the Charlotte Transportation Center Redevelopment Project. This work involves the performance and/or oversight of professional technical planning work related to the planning, design and development of a federally funded transit projects.  The Environmental Program Manager is responsible for ensuring project compliance with the National Environmental Policy Act (NEPA) and other local, state, and federal regulations.  The Environmental Program Manager will serve as the primary liaison with the Federal Transit Administration (FTA) and other federal, state, and local regulatory agencies for NEPA coordination.   Work will include primary responsibility for environmental coordination but may also include one or more of the following areas community involvement, transit planning, and operations /ridership analysis.  The applicant should be experienced with the federal environmental processes and requirements and should have excellent public communication skills.

Major Duties and Responsibilities

  • Oversees project advancement through the NEPA process, including alternatives analysis, documentation, commitments, agreements, permits and re-evaluations, and overall compliance with NEPA and other relevant federal, state, and local environmental laws.
  • Oversees consultants and staff working on transit planning projects and studies. Serves as a contract and/or task manager for NEPA and environmental work including managing and monitoring the scope, schedule, and budget for the assigned tasks.
  • Serves as the liaison to FTA and other federal and state regulatory agencies, including review and approval of environmental decision documents.
  • Maintains coordination with applicable State and Federal agencies throughout each phase of the project, including responding to information requests, submitting reports and findings, overseeing the administrative project record, and facilitating regular meetings and other coordination opportunities as needed.
  • Tracks environmental mitigation commitments and ensures organizational compliance.
  • Coordinates CATS planning activities with other City capital projects and departments.
  • Plans and establishes deadlines to assure timely completion of projects.
  • Prepares materials and makes presentations to citizen groups, technical groups, and others as required.
  • Supervises and assists in the preparation of visual aids and maps.
  • Directs and reviews consultant work products.
  • Leads/participates in meetings with citizens, businesses, and property owners affected by the proposed project.
  • Participates in the coordination of planning activities with local government jurisdictions, other public agencies, and consultants.
  • Represents CATS in meetings with the public and consultants.
  • Directs the efforts of public information specialists responsible for public outreach efforts.
  • Responsible for monitoring contracts, completing follow-ups with contractors, and ensuring adherence to state and federal requirements.
  • Develops and makes presentations to the public and elected officials as needed to gain consensus and advance the project.
  • Documents input from the public in response to public meetings.
  • Supervises other staff as assigned.
  • Performs other duties as directed/assigned.
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the Agency Safety Plan.

Preferred Qualification

Experience in rapid transit planning, environmental planning, land use planning, community involvement, and/or project management is highly desired.  Transit experience is preferred. CEP, AICP, AIA, PMP or closely aligned certification preferred.

Minimum Qualifications

Requires a Bachelor’s degree earned from an accredited college or university with major coursework in planning, environmental science, urban design, architecture, engineering, or related field.   Requires five (5) years of experience in public transit / transportation planning or related field, and two (2) years of experience supervising employees, consultants or contractors.  An equivalent combination of education and experience may be considered.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
