Summary
Responsible to provide technical, application, administrative and integration support for computer applications used by the Aviation Operations Division. The position functions as an intermediary between functional and technical staff in order to define the scope, requirements and implement systems used by the Aviation Operations Division such as Computer Aided Dispatch (CAD) and other applicable systems. This position will require an understanding of PSAP Technology, call recording systems, telephony systems, PRI lines and trunking radio systems. This position participates in the planning, implementation, configuration, troubleshooting, management and support of Aviation Operation Division systems including but not limited to security systems (cameras and access controls), building automation system, and other systems related to Airport Passenger Systems.
Major Duties and Responsibilities
- Responsible for ongoing support & maintenance of Aviation’s Computer-Aided Dispatch, call recording functions and other related systems.
- Administers and maintains department systems by identifying / correcting problems / developing and running reports / creating and managing account permissions / facilitating solutions / cooperating with vendors / communicating with system users.
- Responsible for Quality Assurance and software testing including writing / execution of detailed test plans and results.
- Interface with end users documenting existing business processes and design new business processes translated into detailed system requirements.
- Responsible for assisting with implementation and transitional support of systems.
- Respond to customer requests related to Software Applications ranging from permissions / technical problems with applications / various other administrative items.
- Subject matter expert on the software and support technology used by Aviation’s Operation Division such as:
- Computer-Aided Dispatch
- Call recording functions
- Radios
- Other software
- Documents release notes / user guides / other documentation assisting customers with application usage
- Performs other technical assignments as needed by Aviation’s Operation Division
- Understand network infrastructure and be able to prepare and submit network firewall changes to support the operation of security systems.
- Monitor system performance and resource utilization, as well as responding to alerts and user inquiries.
- Provide technical analysis and/or assistance in troubleshooting issues.
- Apply patches, updates, and firmware updates to server systems and/or workstations.
- Initiate and drive security systems strategies, architecture discussions, and preventative maintenance plans.
- Manage customer and vendor relationships.
Knowledge, Skills & Abilities
- Excellent interpersonal skills and demonstrated ability to interact effectively with all levels of staff within the Aviation Department, City of Charlotte, and project vendors/stakeholders
- Excellent organizational skills to prioritize multiple tasks, develop, analyze procedures, meet deadlines, and work in an environment of heavy pressures and changing priorities
- Advanced knowledge of Computer Aided Dispatch systems (i.e. Motorola, Hexagon, CentralSquare)
- Knowledge of Radio Application Networks and functionality
- Basic Knowledge of: Automatic Location Information systems (ALI) and Automatic Vehicle Location Systems (AVL)
- Advanced knowledge of recording equipment and business processes / Telephony experience
- Ability to work in team environment and work well under pressure
- Ability to set priorities and complete tasks on time with minimal supervision
- Superior analysis and problem-solving ability
- Knowledge of principles of business analysis and business process analysis
- Basic knowledge of supporting IT infrastructure in an airport terminal environment is preferred
- Understanding of risk mitigation and high availability for mission critical systems
- Ability to work onsite and remote to support system and respond to system outages as needed
- Analysis and troubleshooting skills
- Knowledge of TCP/IP networking
- Ability to map current and proposed customer processes
- Ability to communicate technical expertise to all levels of technology customers
- Knowledge of principles of project management
- Highly organized with ability to work on multiple projects simultaneously
- Excellent oral and written communication skills
- Exposure to the Project Management Institutes' Project Knowledge (PMBOK) and agile methodologies
Minimum Qualifications
High School Graduate or equivalent and five (5) years of relevant work experience.
Associate Degree and three (3) years of relevant work experience.
or a Bachelor’s degree with one (1) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
