Summary

The Assistant Fire Marshal is responsible for assisting with planning, organizing and directing special events along with other administrative duties for the Fire Marshal’s office.  This work will involve the enforcement of relevant state and local laws, ordinances and regulations. Duties will be performed independently in accordance with departmental policies and procedures under the general supervision of the Fire Marshal.

Major Duties and Responsibilities

  • Supervise Senior Level Fire Inspectors.
  • Attend citywide committees related to special events to ensure fire safety is always accounted.
  • Coordinate special events for the Fire Marshal’s Office, including but not limited to dignitary visits, festivals, trade shows and night work inspections.
  • Coordinate hiring process for Fire Inspector and Senior Fire Inspector.
  • Act as divisions IT liaison.
  • Handle administrative tasks such as updating and implementing SOG’s and developing the on-call schedule.
  • Analyze local, state and other building codes and technical information pertaining to fire prevention.
  • Interpret existing policies and regulations for subordinate personnel and the public.
  • Assist the Fire Marshal with the preparation and monitoring of the division budget.
  • Assist with preparing periodic special reports.
  • Manage off-duty employment.
  • Handle the role of Fire Marshal when the Fire Marshal is unavailable or absent.
  • Other responsibilities as assigned and directed by the Fire Marshal.

Knowledge, Skills & Abilities

  • Considerable knowledge of the modern methods and procedures of fire prevention, including inspection methods for various types of fire hazards, various types of construction and methods of eliminating hazardous conditions.
  • Considerable knowledge of the principles and practices of municipal administration.
  • Ability to plan, direct and coordinate the activities of department personnel involved in fire prevention.
  • Ability to effectively communicate with citizens and departmental personnel in the administration of fire prevention.
  • Ability to prepare and maintain accurate records and reports.
  • Proficient in the use of RMS (Records Management System).
  • Strong organizational skills.

Minimum Qualifications

Must meet one of the following educational requirements:

· A four (4) year degree preferably in Fire Science or related area, and three (3) years of relevant experience as a Supervisory level Fire Inspector with the Charlotte Fire Marshal’s Office.

· A two (2) year degree preferably in Fire Science or related area, and five (5) years of relevant experience as a Supervisory level Fire Inspector with the Charlotte Fire Marshal’s Office.

· High School diploma supplemented with courses from the National Fire Academy and/or equivalent institution, and seven (7) years of relevant experience as a Supervisory level Fire Inspector, three (3) of which are with the Charlotte Fire Marshal’s Office.

Outside Candidate

· A minimum of a four (4) year degree in Fire Science and ten (10) years of relevant experience as a supervisor level Fire Inspector.

1. Must be a current certified Level III Fire Inspector by the NC Code of Officials Qualification Board.

2. Received at least an ACHIEVED rating on all performance appraisals during the last three (3) years preceding the eligibility date. 

3. Have not been placed on any performance probation during the last three (3) years preceding the eligibility date.

4. Proficient in the use of Microsoft Word, Excel and PowerPoint

5. Have effective communications skills to interact with citizens and regulatory agencies

6. Maintain a valid driver’s license and acceptable driving record.

7. Candidates must pass background and drug screening.




Salary

Salary Range - $108,000 to $111,750.  Salary offer will depend on education and years of experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
