Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Summary

Safety Coordinator is a professional position providing highly technical safety and health services including written safety program development, OSHA compliance inspections, OSHA and general safety training, accident investigations, leading safety committees and maintaining safety document recordkeeping.  The candidate must have extensive knowledge of OSHA General Industry and Construction standards.  Strong knowledge of trenching, excavation, Confined Space Entry, and underground utility safety will be required. This position reports to and assists the Business Division Manager and promotes a strong safety culture and a comprehensive safety program.

Major Duties and Responsibilities

  • Perform inspections and evaluations of job sites and facilities to ensure safe working conditions
  • Assists in the development and implementation of OSHA-required written safety programs, general safety programs, policies and procedures
  • Conducts new employee safety training, refresher training and OSHA-required safety training
  • Lead the Confined Space Entry program and comply with all City and OSHA requirements
  • Conduct toolbox meetings and create safety minutes for ongoing learning opportunities for staff
  • Assists in ergonomic reviews of operations including building, office, and driving safety 
  • Conducts accident investigations and reporting along with trend and root cause analyses
  • Develops corrective action plans to prevent recurrence of safety incidents
  • Conducts personal protective equipment (PPE) hazard assessment reports
  • Conducts Divisional and Departmental Safety Team meetings as required
  • Leads Hazard Communication Standard program and evaluations 
  • Maintains inspection and training logs of all activities conducted
  • Attends and represents the Department at Citywide Safety Team meetings and completes Citywide Safety Team assignments as required
  • Analyzes team and employee safety performance issues and prescribes courses of action for improvement
  • Acts as a liaison for the Department with other City departments and the North Carolina Department of Labor Occupational Safety & Health section (NCOSHA)
  • Reviews OSHA 300 Logs and annual safety rates for the Department 
  • Assists in ordering of PPE and first aid supplies as needed
  • Assist with PPE documentation and reimbursement programs 
  • Attends safety trainings and seminars to keep knowledge base current and up to date
  • Performs other related duties as assigned

Knowledge, Skills & Abilities

  • Knowledge of OSHA Standards for General Industry (29 CFR 1910) and Construction (29 CFR 1926)
  • Knowledge of applicable safety regulations
  • Knowledge of Work Zone Safety and Traffic Control Devices
  • Experience in developing safety training course material
  • Experience in conducting safety training for individuals and large groups
  • Experience in conducting safety inspections
  • Ability to compile detailed written reports
  • Ability to prepare and present reports to senior management
  • Ability to communicate effectively both orally and in writing
  • Ability to establish and maintain effective working relations with managers and employees
  • Valid operator’s license is required with good driving record
  • Must be eligible to obtain and retain a City Driving Authorization throughout employment
  • Proficient in the use of Microsoft Office Software (i.e. Word, PowerPoint, Excel)
  • Will require wearing of personal protective equipment (PPE)

Preferred Qualification

  • Bachelor’s degree with major course work in occupational safety and health, industrial engineering, biological, physical or natural sciences, public administration or related field
  • Five years of progressive professional safety experience developing and delivering general industry and construction safety services
  • Experience in trenching, excavation, and confined space entry safety
  • OSHA 500 and 501 certifications preferred

Minimum Qualifications

  • Associate’s degree with three years of relevant work experience; or a Bachelor’s degree with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
