Introduction

Position will be within the Implementation Program Area of the Long-Range Planning Division of the Department.  Area of focus will be assisting with the development, implementation, and coordination of long-range policy plans, including the Charlotte Future 2040 Comprehensive Plan, Place Types and the 2040 Policy Map, Implementation Dashboard and Annual Report and other policy, regulatory and other implementation initiatives.

Major Duties and Responsibilities

  • Assist in the overall implementation efforts for the Charlotte Future 2040 Comprehensive Plan, which is the long-range vision for Charlotte’s future equitable growth and development.
  • Assist in the continued development of implementation tools such as Annual Report and Implementation Dashboard to measure success of the Comprehensive Plan;
  • Identify and engage the community on strategic linkages between core initiatives and broader City policies, regulations and objectives;
  • Organize meetings and meeting logistics, sometimes outside of regular business hours;
  • Assist in preparing analyses and reports on community participation, make recommendations and develop metrics for measuring success based on guidance from the Implementation Strategy;
  • Research and prepare components for planning reports and development related documents;
  • Collect, interpret, and analyze planning related data and information and be able to synthesis information in a concise manner;
  • Prepare information for the public on land use regulations and other public planning policies and standards;
  • Assist with coordination of various advisory boards, committees and commissions; 
  • May assist with writing proposals for future planning or other professional conferences and submittals.   
  • Coordinate and collaborate with other departments, jurisdictions, agencies, consultants and the public;
  • Build and sustain relationships in the community and across departments and agencies;
  • Embrace continuous learning, training and self-improvement.
  • Other duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of urban planning and land development principles and practices.
  • Ability to understand urban planning policies and land development regulations and apply to planning projects and processes.
  • Analytical skills applicable to planning and regulatory projects and initiatives.
  • Effective communication, both verbally and in writing.
  • Proficiency in Microsoft Office Suite, Adobe Creative Suite, ability to use ArcGIS 10.2 and familiarity with the geodatabase data model is required.  
  • Excellent public speaking and customer service skills.
  • Ability to collaborate within and outside the department to achieve positive impacts on the community.
  • Ability to perform effectively and efficiently with moderate level of supervision.

Preferred Qualification

  • Four-Year degree in Urban Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree. 
  • Master’s Degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, or Geography is preferred.
  • Must be proficient with Microsoft Office Suite, Adobe Creative Suite, ability to use ArcGIS 10.2 and familiarity with the geodatabase data model.
  • Familiarity with PublicInput.com is preferred.
  • One (1) – three (3) years professional planning experience required. A Master’s Degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, or Geography, may be substituted for experience.

Minimum Qualifications

  • Four-Year degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree. 
  • Must be proficient with Microsoft Office Suite, Adobe Creative Suite, ability to use ArcGIS 10.2 and familiarity with the geodatabase data model.
  • One (1) year professional planning experience required. A Master’s Degree may be substituted for experience.


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
