Summary

This position serves as a utility planner scheduler for the Strategic Planning and Operations Division of Storm Water Services. The position is responsible for planning and scheduling work activities for multi-skilled work teams to provide cost-effective maintenance and inspection of our drainage system. The position must coordinate and communicate with Street Maintenance Division (SMD), Closed Circuit Television Video (CCTV) crews, Operations, Engineers, Investigators, and Pipe Video Contractors. Must work collaboratively with team members to ensure work plans and procedures are scheduled and completed in a timely and efficient manner. 

Major Duties and Responsibilities

  • Plans, coordinates, tracks, and prioritizes daily stormwater CCTV crew assignments including following up on progress and rescheduling as emergencies or conflicts arise.
  • Maintains a 30-day forecast of resources and work. This includes maintaining a calendar for each pipe video truck (including Contractor trucks) using Microsoft Outlook.
  • Assists teams with using the work priority system (Cityworks) to request, document, and review CCTV inspections.
  • Coordinates and schedules with SMD and/or others to ensure traffic control, manhole/structure access, and dye testing is performed as needed for CCTV inspections. 
  • Assists CCTV Supervisor with daily crew operations, as needed.
  • Assists Operations with development and implementation of standard work order documentation procedures.
  • Assists Operations, Surface Water Quality, and SMD in assigning, tracking, and reporting of operational activities.
  • Generates maps or exhibits in ArcGIS Pro software for planning operational activities. 
  • Performs other duties and supports other teams as assigned.

Knowledge, Skills & Abilities

  • Proficiency in using computer software (ArcGIS Pro, ITpipes software or other sewer inspection software, CityWorks, Word, Excel, Outlook).
  • Ability to plan, schedule, and effectively communicate work order needs.
  • Utilize good organizational and efficient time management skills 
  • Understanding of traffic control needs, investigation activities like dye tests, access requirements, and construction and maintenance of stormwater systems.  
  • Effective verbal and written communication skills.
  • Attention to detail.
  • Ability to apply conflict resolution techniques.
  • Ability to work cooperatively with City employees and the public.
  • Ability to investigate and verify field conditions.
  • Judgement in traveling; traversing difficult terrain, retaining structures, barriers, and various urban/rural conditions; encountering a wide range of animals, insects, vegetation, and weather conditions; and experiencing unforeseen conditions/situations in accessing and entering drainage features within the Right of Way, public, and private property.
  • Valid Driver’s License, good driving record and ability to obtain and maintain a City Driving Permit.

Preferred Qualification

  • NASSCO PACP certification

Minimum Qualifications

  • Requires high school diploma or GED and five (5) years related work experience or Associates Degree and three years of work experience or equivalent education, experience and skills to perform the essential duties of the position.

Salary

  • $58,813 – $73,516 Commensurate with Experience.

Conditions of Employment
