The Street Maintenance Labor Crew Chief I plans, assigns, directs, and participates in activities of a crew to perform street maintenance and repairs.

Major Duties and Responsibilities

• Supervises/Participates in large-scale field operations that include maintenance and repair.
• Supervises operation/maintenance of assigned equipment including heavy equipment, trucks, shovels, etc.
• Prepares estimates of time and materials; computes quantities such as square yards and cubic yards of 
• Maintains equipment assigned in daily operation.
• Ensures work is completed as scheduled and meets construction standards.
• Directs workers in transportation services to ensure work is performed properly and materials are used as they should be.
• Resolves worker problems or collaborates with employees to assist in problem resolution.
• Ensures work crew complies with work rules, safety rules, and OSHA regulations.
• Participates in loading and unloading materials, supplies, and equipment.
• Operates vehicles, hand tools, and power-operated equipment.
• Prepares, maintains, and verifies records of employee time through the Kronos computer application.
• Creates daily reports and paperwork to be entered into Hansen.
• Communicates effectively with the public regarding inquiries about construction projects.
• Trains and develops employees as needed through worker motivation, equipment performance, work 
methods, and customer service.
• Evaluate employee performance and prepare performance appraisals.
• Reports to work on call while on beeper duty for a period of a week at a time.

Knowledge, Skills & Abilities

• Transportation- Knowledge of principles and methods for moving people or goods by road specifically, 
including laws and ordinances regulating the operation of vehicles.
• Customer and Personal Service- Knowledge of principles and processes for providing customer and 
personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Administration and Management- Knowledge of business and management principles involved in 
strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources
• Construction- Knowledge of materials, methods, tools, and procedures used in the construction and 
maintenance of streets.
• Safety- Knowledge of OSHA, City, and Federal rules and regulations, as well as work hazards and 
applicable safety precautions of the assigned work.
• Personnel and Human Resources- Knowledge of principles and procedures for personnel selection and 
• Computers and Electronics- Knowledge of computer applications such as Kronos and Microsoft Office.
• Mathematics- Knowledge of simple arithmetic and measurement dimensions such as square feet and 
cubic square feet.
• Psychology- Knowledge of human behavior and performance, individual differences, and learning and 
• Active Listening- Giving full attention to what other people are saying, taking time to understand the 
points being made, asking questions as appropriate, and not interrupting at inappropriate times.
• Management of Personnel Resources- Motivating, developing, and directing people as they work, 
identifying the best people for the job.
• Communication- Knowing when and how much to communicate so that employees and the public gain 
the appropriate understanding with regards to Street Maintenance work.
• Critical Thinking- Using logic and reasoning to identify strengths and weaknesses of alternative solutions, 
conclusions, or approaches to problems.

• Coordination- Adjusting actions in relation to others’ actions
• Judgment and Decision Making- Considering the relative costs and benefits of potential actions to choose 
the most appropriate one.
• Monitoring- Monitoring/Assessing the performance of yourself and others to make improvements or take 
corrective action.
• Oral Comprehension- The ability to listen and understand information and ideas presented through spoken words and sentences.
• Written Comprehension- The ability to read and understand information and ideas presented in writing.
• Oral and Written Expression- The ability to communicate information and ideas in speaking and writing so

• Physical Abilities include but are not limited to: sitting, standing, bending, twisting, reaching, 
kneeling/squatting, walking, driving, crawling, climbing, lifting and carrying (up to 60lbs), shoveling, pushing, and pulling.

Extreme Temperatures possible, outdoors; Some physical activity and time spent in heavy machinery; Office environment for approving employee time. 

Minimum Qualifications

  • High School Degree or equivalent required.
  • Requires 3 years of experience in general construction, labor, and maintenance, or similar work. 
  • Must have and maintain a Class ‘A’ CDL Driver’s License with ability to obtain and maintain a City Driving Permit


$43,400.00-$50, 732.00 Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
