Summary

The Commercial and Community Engagement’s Noise Office aligns with Charlotte Douglas International Airport’s strategic principle of Strong Partnerships with both business and community relationships. This work helps the Airport fulfill their vision to serve as an economic engine of the Carolinas, facilitating the movement of people and goods, creating jobs and enterprise, and sustaining a higher quality of life.

The Noise Specialist is responsible for the implementation and execution of strategies to represent the Aviation Department as a good neighbor and make positive contributions to the community. This position will focus on the various noise abatement programs and community engagement. The ideal candidate is someone who has a demonstrated history in building relationships across private, public and government sectors; a strong sense of community; and a general understanding of aircraft/airport operations. Tasks require a strong attention to detail and ability to work under tight deadlines. Standard office hours apply, however role will require some nights, weekends or other unusual times as working with the community and community groups will fall outside normal hours. Position will report to the Real Estate & Noise Manager. 

ADDITIONAL INFORMATION:

  • This is a hybrid position where standard business hours apply Monday through Friday. Schedule subject to irregular hours, change and emergency calls back to work.
  • Valid driver’s license with no more than 6 points with the ability to obtain and maintain city driving permit.
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

  • Operates and manages the Airport’s Noise Abatement programs. Serve as the primary point of contact and day-to-day specialist for all Airport Noise related matters.
  • Receive, Record and Respond to noise complaints or inquiries through the use of specialized software.
  • Provide staff support for the Airport Community Roundtable, a citizen committee focused on aircraft noise. The group works collaboratively with the Airport and the FAA with broad based community input into airport-related noise impacts and to find, where possible, practical solutions and recommendations for the FAA to consider when determining aircraft operating procedures at CLT.
  • Attend and enhance engagement with the Airport Neighborhood Committee, a citizen committee focused on everything Airport related. The mission is to facilitate an open forum where residents, businesses, and partners can increase their awareness and raise concerns through ongoing engagement with the City of Charlotte and its Aviation department. The focus is the Airports practices, development, and expansion as well as other topics also important to sustaining quality of life for neighbors in areas around the Airport. 
  • Collaborate with other divisions within Aviation Department to engage and educate community members on aviation noise-related programs such as a Part 150, Environmental processes related to construction, noise exposure maps and other activities and programs as they arise.
  • Support the Airport’s Community Engagement team on various community meetings and Airport tours. 
  • Assist and/or make presentations regarding noise abatement programs to the community, neighborhood groups, government officials (local, state or federal), and other stakeholders.
  • Work with internal peers and groups to facilitate consistent messaging to the community.
  • Compile and provide reports on noise programs, flight statistics and community groups.

Knowledge, Skills & Abilities

  • Excellent organizational, written and verbal communication skills across organizational levels and with varied stakeholders.
  • Demonstrated ability to oversee complex and detailed projects.
  • Ability to work effectively with others, representing the airport in a positive and professional manner.
  • Proficient in using Microsoft Office products and virtual meeting platforms. 
  • Knowledge of Airport Aviation Operations and Procedures. 
  • Knowledge of 14 CFR Part 91 and Airport Part 150 programs.
  • Strong public speaking and presentation skills. 
  • Ability to lead Airport tours to community, corporate, and non-profit groups. 
  • Knowledge of Airport Part 150 programs.

Preferred Qualification

Preferred degree in community relations/affairs, public relations/affairs, business, government or aviation management.

Preferred work experience in public relations, corporate management, community relations. Airport or aviation experience a plus.

Minimum Qualifications

High School graduate or equivalent and five years experience.

Or

Associate’s Degree and three years of relevant experience.

Or

Bachelor's Degree and one year of relevant experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
