Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manage hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Summary

This position serves as a project coordinator for the Strategic Planning and Operations Division of Storm Water Services. The position will support the development and maintenance of a comprehensive asset management program through performing inspections of culverts, conduits, drainage structures, bridges, waterways and other drainage features, including providing accurate descriptions of observations to protect investments and public safety.  This position may also assist in the review of right of way encroachments and abandonments, street acceptance reviews and annexation reviews. 

Major Duties and Responsibilities

  • Inspect culverts, bridges, pipes, structures, waterways and other drainage features to identify damage or deterioration.
  • Ensure compliance with approved plans and specifications.  
  • Take measurements, photographs, and recording various attributes in a digital report format
  • Scheduling, attending, and reviewing video inspections of drainage features and documenting observations 
  • Maintaining inspection information in database format and performing GIS analysis, as needed
  • Evaluating data for determination of corrective actions
  • Coordinating repair of failing facilities 
  • Reporting immediate or emergency needs and coordinating with appropriate agencies
  • Certifying inspection forms
  • Identifying and prioritizing drainage features for investigation
  • Performing repetitive and detailed duties thoroughly
  • Providing engineering and design support 
  • Establishing and documenting best practices for inspection, prioritization, and management of work
  • Researching and reporting data from previously completed work
  • Evaluating system replacement, rehabilitation, and repair budgets and costs
  • Managing consultant contracts
  • Review CDOT right of way encroachment agreements
  • Review CDOT street acceptance proposals
  • Review CDOT right of way abandonment requests
  • Review voluntary annexation requests
  • Performs other duties and supports other teams as assigned

Knowledge, Skills & Abilities

  • Ability to print legibly, read and interpret design plans
  • Visualize details, draw technical sketches and operates, rovers, and GPS equipment 
  • Effectively use measuring devices such as rulers, tapes, protractors, calipers, levels, etc.
  • Understand hazards and exhibit a serious attitude towards safety precautions Valid driver's license
  • Good driving record Dependable passenger vehicle
  • This position requires both office work and field work subject to adverse weather and environmental conditions.  For field work, employees must be able to walk up to 3 miles per day and stand for several hours at a time.  
  • This position requires significant judgment in traveling; traversing difficult terrain, retaining structures, barriers, and various urban/rural conditions; encountering a wide range of animals, insects, vegetation, and weather conditions; interacting with public; and experiencing unforeseen conditions/situations in accessing and entering drainage features within the Right of Way, public, and private property.
  • Must be able to frequently remove and replace manhole lids and drop inlet grates. 
  • Must be able to occasionally Bend, crawl and stoop, crawl through culverts as small as 42 inches in height

Preferred Qualification

  • Experience with structural or bridge inspection
  • Experience with design, installation, or maintenance of culverts
  • EI certification

Minimum Qualifications

  • Bachelor's Level Degree - Engineering and one year of relevant experience
  • Possession of a valid North Carolina driver’s license

Salary

  • 69,404 – $86,755 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
