Introduction
The City of Charlotte is seeking a UDO Board of Adjustment Specialist within the Planning, Design and Development’s Land Development Division with extensive zoning knowledge and experience who will manage the City of Charlotte’s UDO (Unified Development Ordinance) Board of Adjustment. The Senior Planning Project Manager will be responsible for leading and managing the UDO Board of Adjustment, a quasi-judicial board that hears variance and appeals for the City of Charlotte. This position will evaluate different property conditions, uses, issues, and applications focusing on regulations, UDO implementation, and coordination with internal and external stakeholders; and analyze both short-term and long-term implications of different outcomes for the community. This position will also be responsible for collaboration with internal and external customers to problem solve and resolve issues outside of the variance and appeal process when possible.

Major Duties and Responsibilities
- Manage all UDO Board of Adjustment Cases including variances and appeals of the UDO.
- Prepare findings of facts, staff reports, presentations, and other relevant materials for UDO BOA variances and appeals that fall under zoning responsibility.
- Coordinate with administrators and staff overseeing different articles of the UDO on variance and appeal applications that fall outside of zoning responsibility.
- Manage statutory notification requirements, board training, and orientation.
- Problem-solve to find resolution outside of the variance and appeal process when possible.
- Negotiate for agreement to conditions of staff support reasonably related to the impact of variance requests.
- Oversee administrative approvals found in the UDO including but not limited to administrative deviations.
- Provide research, coordination, problem solving, & customer service on complicated zoning issues to the public, constituent services for elected officials and the mayor, and internal team members including residential & commercial zoning, code enforcement, subdivision, rezoning, Historic District Commission, city attorney’s office, Mecklenburg County Water Quality, and the Charlotte Department of Transportation.
- Supervision of employees including but not limited to the Clerk to the UDO Board of Adjustment.
- Collaborate with the Deputy Division Manager and the Zoning Compliance Manager on UDO interpretations.
- Manage a Zoning Operations Team that provides interdepartmental coordination in the implementation of the UDO.
- Undertake complex and difficult planning and regulatory project assignments as needed.
- Identify, problem-solve and make strategic linkages between assigned projects and broader City policies, regulations and objectives.
- Facilitate meetings with staff, other departments and members of the public as needed.
- Prepare, interpret, and explain complex planning reports, regulations and analyses to other agencies, staff and to the public.
- Research properties and find applicable ordinance references for various scenarios and odd lot configurations or issues.
- Supervise, train, coach and evaluate direct reports in accordance with City and departmental policies.
- Initiate process and service improvements.
- Provide customer service responses to inquiries via phone, email and in-person concerning the variance and appeal process as well as resolution and problem solving on noncompliance with zoning regulations.
Knowledge, Skills & Abilities
- Extensive Knowledge of planning and land development principles/practice and zoning regulations, and their applicability to specific properties, as well as the ability to analyze the impact that zoning decisions will have for the community.
- Considerable knowledge of quasi-judicial or board procedures.
- Ability to integrate complex multi-disciplinary planning and regulatory perspectives into planning perspectives.
- Ability to organize, lead, problem-solve and work collaboratively with departmental, interdepartmental, and other teams on complex projects.
- Excellent communication and customer service skills (such as the ability to effectively communicate graphically, verbally, and in writing)
- Skilled in working on multiple projects, fulfilling multiple responsibilities simultaneously, and working under hard deadlines.
- Demonstrate flexibility to assume new assignments and responsibilities, frequently employing new skills.
- Ability to collaborate within and outside the department to achieve positive impacts on the community.
- Ability to perform effectively and efficiently with minimal level of supervision.
- Attention to detail and accuracy.
- Ability to explain complex technical regulations verbally and in writing in a way that is easy to understand.
- Ability to explain and justify what UDO regulations apply to a certain site under differing conditions.
- Valid driver’s license with no more than 6 points.
- Ability to obtain a City driving permit.
Preferred Qualification
- Master’s Degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related field.
- Experience managing a citizen volunteer board.
- Supervisory experience.
- AICP, CZO or other certifications (AIA, GISP, LEED, PE, etc.)
Minimum Qualifications
Bachelor's level degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree and five years relevant experience.
Or
Master’s level degree and three years relevant experience.
Conditions of Employment
