Summary

This is high-level technical and administrative work conducting inspections of Airport construction projects to ensure compliance with local, state, and federal specifications (FAA standards) and regulations at Charlotte Douglas International Airport.  Work requires the use of technical expertise, judgment and discretion.  Work is performed under limited supervision and is reviewed for completeness and adequacy of results obtained.  Work involves considerable contact with the public, contractors, and airport employees.  

General Information:
  • Works hours based on assigned projects.  Schedule subject to overtime, irregular hours, including evenings and weekends based on assignment, special events and inclement weather; also, schedule subject to change and emergency calls back to work. 
  • Valid driver’s license with no more than 6 points and the ability to obtain and maintain city driving permit.
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
  • Successful candidate must successfully pass and obtain Movement Area Training (MAT) Endorsement within the first 6 months of employment in order to maintain employment.

Major Duties and Responsibilities

  1. Inspects assigned Airport construction projects.  Coordinates work with contracted construction inspectors.  Reports significant issues to Project Manager or Construction Manager
  2. Supervises Construction Inspector(s) and Senior Construction Inspector(s) either per shift or per project.
  3. Explains and interprets construction specifications and regulations; resolves problems relating to quality of materials, construction techniques, and workmanship. 
  4. Evaluates sub-contractors, material suppliers, design mixes, construction equipment, and procedures.  Initiates minor modifications in the field to avoid project delays.  Provides Project Manager with recommendations for significant or complex changes. 
  5. Coordinates work with other agencies; informs construction engineers of key developments; authorizes payments to contractors.
  6. Prepares reports and estimates as necessary.
  7. Attends pre-bid and pre-construction conferences and answers questions about field conditions and special issues.
  8. Coordinates between contractors, engineers, and Airport management.  Reviews punch lists for contracts in the programs.  Meets with contractors regarding issues that arise in the field.  Prepares suggested change orders that become necessary as a part of the contracts.
  9. Supervising a snow and ice removal team consisting of staff and contractors on non-movement areas of the Airfield.
  10. Responds to calls outside of normal work hours and returns to work as needed to resolve urgent problems 24/7/365.
  11. Performs related duties as required

Knowledge, Skills & Abilities

  • Thorough knowledge of materials, methods, and practices used in various types of airport construction and critical construction stages for the detection and correction of defects and violations.
  • Thorough knowledge of possible defects in construction and effective correction measures.
  • Considerable knowledge of construction specifications, plans, codes, regulations, and material testing.
  • Skills to perform difficult and technical computations and make estimates.
  • Skills to interpret, explain, and enforce specifications and regulations firmly, tactfully and impartially.
  • Ability to establish and maintain effective working relationships with tenants, co-workers, contractors and the general public, and represent the Airport in a professional manner.
  • Knowledge of Federal Aviation Administration Advisory Circulars, Engineering Briefs and Federal Aviation Regulations as they pertain to airfields and airport facilities.
  • Knowledge of Transportation Security Administration security regulations and requirements.
  • Ability to communicate effectively, orally, and in writing.
  •  Successful candidate must successfully pass and obtain Movement Area Training (MAT) Endorsement within the first 6 months of employment in order to maintain employment.

Preferred Qualification

Graduation from high school with seven years of experience; or Associate’s degree in architecture, civil engineering or another relevant degree with five years of experience required, or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.  In either case, experience in field inspections involving construction contracts, commercial building, roadway construction, supervision of contract personnel and training of co-workers required. Knowledge of electrical, HVAC, plumbing and post tension concrete is preferred.

Minimum Qualifications

High School Graduation or Equivalent and seven years of relevant work experience

OR 

Associate's Degree and five years of relevant work experience

OR

Bachelor's Degree and three years of relevant work experience

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
