Summary
This
position is based in the Implementation Section of CDOT and is responsible for
a variety of transportation related work focused on Traffic Signals, ITS,
Signs, Pavement Markings and Temporary Traffic Control.
The
responsibilities include performing design, construction administration and
inspection of transportation projects. Work involves reviewing/preparing plans,
identifying roadway hazards during construction, and coordinating signal/cable
construction with public utility companies, contractors, developers, other City
departments and external stakeholders. Work requires independent judgment and
initiative, good communication skills that may involve public contact, and the
ability to work well in teams.
Major Duties and Responsibilities
- Review project plans to identify signal utility
conflicts and coordinate their design and resolution for both public and
private projects.
- Prepare Developer’s Signal Agreements to accommodate
mitigation of signal impacts by third parties.
- Review proposed traffic control designs/devices,
recommend alternatives within guidelines of the Department’s design
standards with the goal to minimize utility conflicts and to assess right
of way needs.
- Work with signal design manual & MUTCD to design and
install proposed signals using AutoCAD.
- Monitor traffic control on all assigned projects.
- Coordinate work on assigned projects within CDOT, with
other City Departments, private developers, contractors, utility companies
and governmental agencies.
- Coordinate with Duke Energy and prepare meter service
requests.
- Prepare plans and work orders for City crews or
contractors to complete traffic control, signals, signs and pavement
marking projects.
- Prepare task orders, request Purchase Orders and review
invoices for work performed by CDOT contractors.
- Maintain records of project progress and status.
- Prepare record plans of completed signal work using
AutoCAD.
- Mentor and assist in training junior staff in Traffic
Signal design and AutoCAD.
- Perform related work as required.

• Act as a public advocate while enforcing good transportation engineering standards for safety, construction and improved traffic operations.
• Requires strong interpersonal skills in communication, leadership, decision-making and innovation.
• Thorough knowledge of principles and practices of transportation engineering.
• Knowledge of intergovernmental laws and procedures relating to transportation engineering.
• Knowledge of municipal government administration and the subsequent role of transportation engineering.
• Knowledge of GIS mapping and related software packages such as ArcGIS.
• Ability to use software packages such as AutoCad and Excel.
• Ability to assist in the preparation of the designs, estimates, and specifications.
• Knowledge/proficient use of the Manual on Uniform Traffic Control Devices (MUTCD) as related to traffic signals and work zones.
• Ability to interpret and prepare engineering designs, plans and specifications.
• Ability to schedule and coordinate adjustments, relocations and installations of projects with various utility companies and agencies.
• Ability to establish and maintain effective working relationships with employees, contractors, consultants and the public by using good customer service skills.
• Ability to communicate effectively with diverse groups of people both orally and in writing.
• Ability to perform technical computations, to make cost estimates, and to compile engineering data and statistics.
Preferred Qualification
• Knowledge of and experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD).
• Knowledge of roadway and site development construction techniques and processes.
• Degree in construction management, civil engineering, civil engineering technology, or electrical engineering.
Minimum Qualifications
- Associate's Degree and five (5) years of
relevant work experience
- Bachelor's Degree and three (3) years of relevant work
experience
- or an equivalent combination of education and relevant
experience that provides the necessary knowledge, skills and abilities to
successfully perform the essential job duties.
Salary
- $59,955.00 - $74,943.00 / Year; Commensurate with experience
