Function

This position will assist the Construction Services Engineer with plan revisions for projects in construction, analyzes post construction pipe CCTV inspection, and will assist in post construction warranty administration for public development to ensure compliance with codes, ordinances, standards, best practices, and applicable regulatory issues.  

Summary

Work involves reviewing construction plans; coordinating with outside agencies for permits; notifying the public and answering questions regarding construction details and impact to customers; hydraulics and hydrology; reviewing encroachments; maintaining records; and communicating amongst numerous agencies, engineers, inspectors, contractors and developers. This position performs work that is technical and detailed oriented and requires application of professional engineering principles.

Major Duties and Responsibilities

Completes revision review of civil engineering aspects of site development plans to ensure compliance with all applicable laws, ordinances, regulations, and standards.  
Works with developers/engineers to modify plans for conformity.
Works with other municipalities for town approval and permits.
Reviews and approves multiple document types, such as: easement maps, abandonment maps, and agreements; North Carolina Department of Transportation encroachment maps; and railroad and gas main encroachments
Reviews water distribution and gravity sewer collection systems, ensuring they are designed to state specifications and Charlotte Water’s design manual.
Coordinates closely with Charlotte Water inspection staff to assist with design changes during construction activities.
Attends meetings; meets general training requirements.
Analyze post construction CCTV pipe inspection.
Assist administering post construction warranty.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of Accela Plan Review software.
Skill in communications, both orally and in writing.
Skill in applying conflict resolution techniques.
Skill with Microsoft Office products, such as Outlook, Excel, Word, etc.
Skill in GIS software, such as ArcGIS.
Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout.
Ability to develop technical reports.
Ability to apply and direct change control principles to project planning and implementation.
Ability to work cooperatively with other City employees and the public.

Minimum Qualifications

Bachelor’s degree in engineering, construction management or a related field from an accredited school, or a Bachelor’s Degree plus related experience.
Two (2) years of related work experience, preferably experience in urban planning, civil engineering, or construction management.

Licenses, Certifications or Registrations: 
Requires a valid driver’s license.
Prefers NASSCO PACP and MACP certification or the ability to obtain certification within one year of hire.

Conditions of Employment

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
