Summary

This position oversees the largest DCI unit in the State of North Carolina and oversees the Federal and State compliance audits. As the Terminal Agency Coordinator (TAC), ensures all employees with DCI access, department-wide, comply with state and national regulations relating to access, security, and information management within criminal information databases.

Major Duties and Responsibilities

Terminal Agency Coordinator:
The department TAC is the liaison with the SBI.
Must be certified in in DCI Modules 1, 2, and 3 

 Administrative Duties:  
Be the expert on all policies and procedures related to DCI and CJIS 
Ensure policies are adhered to by all agency personnel 
Report compliance issues, as required, within the agency and to the State 
Print, sign or initial, review, and maintain all Criminal History NCIS logs 
Notify SBI/CIIS of address, phone, fax or email changes 
Conduct monthly NCIC/Nlets ORI validations 

Training Coordination:  
Maintain current authorized users in the DCI data base when a user leaves the agency 
Reset passwords in DCI & CJLeads 
Notify the District Training Specialist and CJIS within 24 hours when an employee leaves the agency 

 Materials Dissemination:  
Maintain updated user and servicing agreements and keep on file for audit purposes 
Disseminate notices to agency staff 

 System Security:   
Ensure all state and federal regulations are adhered to 
Ensure all criminal histories are kept in secure locations and is disseminated only for criminal justice purposes 

 NCIC and DCIN Records:   
Ensure the following listed duties:
Records are entered in DCIN/NCIC according to guidelines 
All records are accurate, complete and up-to-date 
Second party check procedure is followed 
Records are validated in accordance with FBI/SBI procedures 
Hit confirmations and locate messages are handled according to procedure  

Audit Coordination:   
The department TAC is the primary point of contact and coordinator for all state and federal audits 
Prepare agency records for audit
Coordinate agency’s records for audit
Be available to work with the SBI/FBI audit staff during the audit process
Coordinate agency’s response to any non-compliance issues or notes in the audit. Monitor adherence to resulting compliance efforts

  CJIS Personnel Security:   
Work closely with CMPD Human Resources (HR) to ensure letters of fulfillment are kept on file in HR
Maintain an updated list of all department TIDs   

Supervisor Duties include, but are not limited to:   
This position also provides support for the City of Charlotte Clerk’s Office running criminal histories for citizens applying for various boards.
Ensure staffing levels are met, posting overtime in Jivasoft when required 
Point of contact for towing letters and rental car agencies 
Point of contact for all law enforcement agencies requesting information on reports, on or off- line information 
Scan and attach all vehicle recovery letters from rental car agencies in KBCOPS and verify the vehicle status through DCI 
Maintain records of any situation that could result in an incident of noncompliance. Manage DCI queue 
Manage DCI employees to document all KBCOPS monthly activity logs, and ensure all assigned training is completed as assigned 
Complete all PRDs on time. Be the subject matter expert on all things relating to DCI, the Towed Vehicle Program, KBCOPS, CJLeads, and state VPN access 

Knowledge, Skills & Abilities

Ability to learn quickly and maintain knowledge of local, state, and federal laws and regulations, regarding data entry and information management 
Proficient with all related computer software 
Experience and ability to review all entries, modifications, and removals, and verify accuracy of all database entries 
Excellent communication skills and the ability to multitask 
Ability to work successfully with a diverse workforce 
Ability to tactfully, courteously, and effectively work with citizens, officers, co-workers, and other personnel from a broad range of governmental and public safety organizations.  
Ability to work flexible schedules 
Excellent problem-solving skills 

Preferred Qualification

Bachelor's Degree or higher in Criminal Justice, Public Administration, or related field, and four years’ experience with DCIN and NCIC

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience OR Associate's Degree and three years related work experience as a fully-released DCI technician 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
