Summary

This is an advanced level position in transportation engineering project management that reports to the Charlotte Department of Transportation’s Land Development Section Manager. This position’s primary responsibility is managing the CDOT regulatory review for land development projects for coordination of transportation review and approval for commercial plans, subdivisions, urban zoning, traffic impact studies, and rezoning petitions. The position assists the Land Development Section Manager by providing project management oversight of the project review process of special land development projects, various initiatives to improve internal processes, policies that affect the Section.

Major Duties and Responsibilities

  • Attend and provide CDOT input at meetings with City staff and developers during all phases of the land development process. 
  • Assist in managing CDOT’s role in the City’s rezoning review process, including participating in City Council Rezoning meetings and Zoning Committee meetings. 
  • Demonstrate independent problem solving, decision making, and prioritization skills to manage the timely delivery of professional services to many internal and external customers. 
  • Perform independent electronic review of land development projects during rezoning and permitting for compliance with regulatory standards, incorporation of policy goals, and general best practices for the public transportation system. 
  • Assist with project management oversight, and reviews as necessary, on special land development projects making sure projects stays on schedule. 
  • Scope, analyze, and evaluate all aspects of Traffic Impact Studies to support recommendations for transportation mitigation improvements for larger and complicated land development projects. 
  • Participate as an effective representative of the Land Development Section to coordinate with other city departments, county and state agencies to adhere to CDOT’s goals and policies. 
  • Manage special projects, including schools, public-private partnership developments and critical projects that may include coordination with Section Manager and/or CDOT Leadership Team. 
  • Mentors and assist in empowering staff to manage their work and make decisions.

Knowledge, Skills & Abilities

  • Ability to establish and maintain effective working relationships by being proactive and diplomatic with other city employees, outside agencies, developers, and general public both verbally and in writing 
  • Knowledge of the core principles and practices of civil and transportation engineering. 
  • Ability to adapt both local and state analysis and design criteria to address traffic/transportation engineering problems. 
  • Knowledge and demonstrated experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD) and AASHTO’s Policy on Geometric Design of Highways and Streets. 
  • Proficient in Adobe Acrobat software

Preferred Qualification

  • Registration as a Professional Engineer (PE) in North Carolina, or ability to obtain within 1 year 
  • Experience interacting with City Council and/or presenting at City Council Meetings. 
  • Experience supervising and/or mentoring junior level staff

Minimum Qualifications

  • Bachelor’s Degree with a minimum of five (5) years of experience in transportation engineering, geometric design, traffic analysis, or site design 
  • Or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, an abilities to successfully perform the essential job duties

Salary

  • $80,344.00 - $100,430.00 / Year; Commensurate with experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
