Summary
The Human Resources Department is seeking a Human Resources Specialist. This will be a twelve-month temporary position with a possible six-month extension. The Human Resources Specialist will be responsible for the coordination of the City’s Human Resources-related data-entry into the HRMS system to ensure accuracy in required processing, reporting, and documentation. This position will provide guidance and support to resolve issues for departments and monitors adherence to City and Department specific HR/Payroll policies and procedures. Assists departmental payroll clerks with data-entry and required documents for various personnel transactions. Responsible for scanning documents into the Human Resources Document Management System (Onbase), processing paperwork received from departments, and completing verifications of employment, and Employment Security Commission unemployment claims. Prepares periodic reports, and queries from HRMS system, as necessary. This position may also be asked to with assist with administrative duties in other human resource functions such as Benefits, Workforce Development, and Compensation.
Major Duties and Responsibilities
- Responsible for the coordination of the City’s Human Resources related data-entry into the HRMS system to ensure accuracy in required processing, reporting, and documentation
- Provides guidance / support to resolve issues for departments.
- Monitors adherence to City and Department specific HR/Payroll policies & procedures.
- Assists Payroll clerks in departments on data-entry & required documents for various personnel transactions.
- Responsible for scanning and releasing documents into Onbase.
- Processing paperwork received from departments.
- Completing verifications of employment & ESC unemployment claims.
- Prepares periodic reports & queries from HRMS system, as necessary.
Knowledge, Skills & Abilities
- Superior attention to detail – Ability to quickly review documents
- Ability to apply various business process rules.
- Organization – Responsible for establishing & maintaining a process to account for all transactional supporting documentation for the purposes of auditing.
- Customer Service – Provide assistance and support to departmental Human Resources staff when they have questions, concerns or issues related to processing transactions in the HRMS system.
- Communication – Ability to clearly relay information to all levels of employees from Executive Management to Support Staff in a professional & concise manner.
- Data Entry – Intermediate to Advanced Microsoft Word and Excel skills needed.
Preferred Qualification
- Experience with PeopleSoft 9.1 or higher
- HR Experience
- Experience using Onbase

High School Graduate
or Equivalent and one year(s) of related work experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
