Summary
This position is in the General Services Department, Landscape Management Division. This position is responsible for management, supervision, administration, and facilitation of Landscape Operation activities for both City staff and contractual work regarding landscape maintenance and landscape installation projects.
Major Duties and Responsibilities
Operations:
- Plan, organize, manage, assign, supervise, direct, and inspect work performed by staff
- Develop maintenance management programs
- Manage all types of related projects, positions, and operations
- Ensure operations are safe, proper, effective, and efficient, meeting departmental goals
- Manage equipment and tool inventory, recommend and purchase equipment
- Assist in managing snow, ice, and other weather-related event response
Customer Service:
- Serve as Landscape Operation’s customer service liaison for landscape maintenance and landscape installation issues
- Respond appropriately to all customer inquiries
- Provide Service Request review, response, and information for internal and external customers. Work with customers and Landscape Management staff, as well as other City departments, Mecklenburg County, and North Carolina Department of Transportation to address customer concerns
Special Projects & Contract Management:
- Provide special projects management and administration. Work with internal and external customers & staff to meet special project needs of Landscape Management, General Services, other City departments, or community projects, involving in-house and contractual work, grants, initiatives, etc.
- Prepare and interpret contracts and provide contract management and administration. Work with internal and external customers & staff to meet contractual needs by developing specifications, budgets, bid solicitations, and contracts execution and management
- Solicit, hire, inspect, approve/disapprove work, and approve payments for contracted work
Responsibilities:
- Manage assigned landscape maintenance contracts
- Inspect contractor performance in relation to contract specifications
- Work directly with procurement as needed to meet contract specifications
- Supervise Horticulturalist, Assistant Field Operations Supervisor, two subordinate Contract Technicians, & related work
- Oversee landscape design and renovation projects
- Oversee grounds, median, and cemetery maintenance contracts
- Performs related duties as required.
Knowledge, Skills & Abilities
- Requires knowledge of plants indigenous to North Carolina and the southeastern U.S.
- Requires considerable experience in all types of landscape operations including, but not limited to landscape maintenance and construction, tree maintenance, equipment operation, pesticide and fertilizer applications, etc.
- Knowledge of tools, equipment, and materials used in the landscape industry
- Knowledge of basic designs and principles for planting within roadways and urban environments
- Good communication skills, both verbal and written
- Good public speaking skills with the ability to make quality presentations to citizens and private sector groups
- Ability to plan, prioritize and organize work and complete assignments with minimal supervision
- Excellent organization skills with the ability to work and manage multiple projects
- Ability to read and interpret blueprints, soil test results, and other technical reports
- Ability to successfully prioritize multiple projects and complete projects within project deadlines
- Experience and abilities to manage people, supervise contractors, and conduct public relations
- Requires good computer skills (Windows, Microsoft Office software including Word, Excel, Outlook, and Power Point)
Preferred Qualification
- N.C. Licensed Landscape Contractor
- N.C. Pesticide Applicators License with subclasses in Turf & Ornamentals, Right-of-Way, and Aquatics
Minimum Qualifications
- An associate degree with major course work in Horticulture, Turfgrass Management, Forestry, Landscape Architecture or related field
- A minimum 5 years relative work experience
Salary
- $59,995 - $74,943 Commensurate with experience
