Function

Airport Adjudicators are Trusted Agents that are critical members of the Airport Security Operations Team that serve as the primary points of contact and interact directly with CLT’s 500 Authorized Signatories (AS), customers and tenant stakeholders in support of CLT Airport Credentialing Office and related processes. Adjudicators will work closely with various policy and compliance officials in preparation and delivery of detailed regulatory compliant training and audit, compliance for the entire airport community.  

Summary

Credentialing Adjudicators are subject matter experts that are guided by 49 CFR 1542 and other related Security Directives in submitting, validating, and investigating complex background information to obtain and maintain Security Threat Assessments (STA), Fingerprint Based Criminal History Records checks (CHRC), Rap Back enrollments for the entire airport population. Adjudicators utilize various internal and external technical platforms and databases to include Identify Management Systems, Access Control, FBI Criminal Justice Information System (CJIS), Fingerprint Results Distribution Service (FPRD), and a Designated Aviation Channeler (DAC) to complete and document comprehensive and regulatory compliant results and related data for each airport credential issued. Adjudicators maintain comprehensive and detailed records while ensuring the most stringent posture on protecting highly sensitive and personal information for customers. 

As part of the overall credentialing team, Adjudicators must maintain competency in performing all elements of the Trusted Agent badging process to include record data entry quality and maintenance, Identity, and work authorization verification.  Adjudicators will be responsible for Trusted Agent process efficiency and regulatory data quality aligned with Supervisor and Manager expectations. 

Major Duties and Responsibilities

1. Review and verify all badge and fingerprint applications, including the authenticity of identification and work authorization documents according to federal mandates
2. Entrusted with the privacy/security of personal information presented during the badging application process, and ensures its protection from unauthorized use
3. Issue security badges by proficiently operating the airport’s identity management and other credentialing system software applications
4. Is aware of and follows all rules pertaining to the safeguarding of personal information (PII) and security information (SSI) 
5. Perform data entry and validation, run reports and data audits for employee unescorted access determinations
6. Issue airport identification badges and obtain Criminal History Records Checks (CHRC) and Security Threat Assessments (STA) results in accordance with regulatory requirements.
7. Subject matter expert for background adjudication process; Monitor and inspect, documents submitted for employee identification and security clearances.
8. Operate computer, access control, Identify Management and electronic fingerprinting equipment.  
9. Identify and Administer training and testing for employees who access and drive a vehicle on restricted areas of the airport.  
10. Interpret and adhere to federal regulations, procedures and instructions to ensure the      
safety of persons and security of airport property. Assess situations quickly, objectively   
and determine the proper course of action.
11. Prepare and maintain databases, logs, records and reports.  
12. Provide exceptional customer service to all customers in accordance with airport and city customer service expectations.
13. Support other Airport Operations Sections by performing assistance duties for irregular and emergency operations such as crowd control, fire watches, escorts, and other duties deemed necessary for continuity of operations. 
14. Perform other duties as assigned.

Knowledge, Skills & Abilities

• Skills to operate, maintain and lead internal and external staff with various internal technical platforms and hardware including ID management systems, Fingerprint collection devices and local and federal databases.
• Ability to collect and maintain highly sensitive and personal information with the strictest confidence.
• Ability to establish and maintain effective working relationships with co-workers, other agencies, tenants, employees and the public, and represent CLT in a professional, positive manner.
• Ability to respond calmly and effectively in emergency and other stressful situations, assess situations quickly, objectively and determine the proper course of action within established rules, regulations and procedures. 
• Skills to communicate clearly and effectively in person, over telephone and two-way radio, and in writing.
• Ability to supervise group of Trusted agents in the absence of the Supervisor or Manager.

Preferred Qualification

Bachelor’s degree, with course work in Criminal Justice, Public Administration, Aviation Management, Airport Management or related field and two years of progressively responsible security experience. Experience with aviation security, airport or airline operations, law enforcement or veterans are preferred.

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience

OR

Associate's Degree and one-year related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
