Summary

This position exists to manage the Safety Management Systems (SMS) program on the Airport’s Air Operations Area (AOA) in order to comply with federal, state, city regulations and maintain an active Airport Operating Certificate under the Code of Federal Regulations (CFR) Part 139. He/she is proactive in identifying and resolving safety hazards through stakeholder association and data analysis. They will occupy a significant role in the organization by promoting the safety culture of employees and passengers on the AOA. This position ensures compliance with FAR Part 139 and serves as secondary contact with the Airport Certification Safety Inspector. Under emergency conditions, reacts quickly, and calmly to protect persons, property, and ensures compliance. Requires effective skills to lead and motivate, exercises considerable independent judgement and initiative, and maintains effective working relationships with stakeholders and the public.

Major Duties and Responsibilities

1. Responsible for the development, implementation and oversight of the Airport’s Safety Management Systems program on the Air Operations Area in order to maintain compliance with the Federal Aviation Administration CFR Title 14/Part 139. 
2. Manage, update and administer the Airport’s SMS Manual. Promote the SMS initial/recurrent training program for all employees with access to the AOA. Participate in Airport Safety Risk Management workshops and reviews. Uphold the Airport’s Safety Policy and report crucial information to the Airport’s Accountable Executive in a timely manner. Collect and monitor necessary safety data, confidential reporting system, trends and metrics to assure effectiveness of the SMS program.  
3. Formulate comprehensive and concise communications in both oral and written form. Conducts safety inspections and assessments. Completes all required documentation under these provisions including records, reports, and logs in Airport database. 
4. Collaborates with airport tenants, safety action team and stakeholders to identify safety hazards and implement mitigation measures.  
5. Ensures all operations, construction, maintenance and CSPP are in compliance with the SMS Program. Coordinate with facilities for work orders, system and facility maintenance.
6. Responds to and participates in airport emergencies and irregular operations, establishes priorities, and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale. Reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Conducts and participates in required emergency response training and exercises related to airport operations, emergencies, and security. 
7. Support the Assistant Airport Operations Director with administrative, operational and financial responsibilities. 
8. Assists in development and management of section budget, resource requirements, and purchasing.
9. Assists in leveraging contract service providers to support operational goals, maintain desired service levels, and takes action, when needed.
10. Other duties, as assigned.

Knowledge, Skills & Abilities

Thorough knowledge of FARs Part 139, 77 and associated Advisory Circulars, Aviation departmental rules and regulations and standard operating procedures.  Knowledge of other applicable federal regulations including FAR Part 121, TSR Part 1542, and NIMS/ICS.
Considerable knowledge of airport operations, FAA standards, hazards, and safety precautions.
Skills to communicate effectively orally and in writing.
Skills to efficiently manage multiple priorities and tasks.
Skills to effectively lead and motivate a diverse staff. 
Skills to develop creative new programs and activities.

Ability to demonstrate initiative, creativity and innovative thinking in a rapidly changing work environment.  

Preferred Qualification

Prefer major course work in aviation, business, public administration, or related field.  Prefer minimum of three years of direct supervisory experience. AAAE C.M., A.C.E.-Operations, or A.A.E., preferred.

Minimum Qualifications

High School Graduation or equivalent and seven years relevant work experience

OR

Associate's Degree and five years relevant work experience

OR

Bachelor's level degree and three years relevant work experience

OR

Master's level degree and one year relevant work experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
