Summary

The position is responsible for providing independent technical reviews of rezoning petitions, subdivision permits, and commercial driveway permits for regulatory compliance and policy implementation. This position also requires coordination with City staff across multiple departments, represents Land Development's interests on interdepartmental teams for project planning and design, public/private funding participation, and project scheduling.

Proficiency in project status reporting, generating technical memos, and responding to customer inquiries about land development projects is critical to the success of the project manager.

The position requires excellent communication and customer service skills. The position also requires a B.S.C.E. from an accredited college and a minimum of three years in transportation engineering practice. Experience with transportation planning, design, construction, permitting and/or traffic analyses are preferred.

Major Duties and Responsibilities

  • Attends and provides CDOT input at meetings with City staff and developers during all phases of the land development process 
  • Provides timely response to citizens, developers, consultants, and City staff 
  • Demonstrates independent critical thinking and problem-solving skills to manage the timely delivery of professional services to many internal and external customers 
  • Performs independent electronic reviews of land development projects for compliance with regulatory standards, ordinances, approved rezoning site plans, traffic analyses, and Department of Transportation goals. Coordinates reviews throughout Rezoning and Permitting processes. 
  • Assists with project management oversight of special land development projects making sure projects stays on schedule. 
  • Effectively communicates orally and in writing with the general public. 
  • Represents the Land Development Section of interdepartmental teams adhering to CDOT’s goals and policies.

Knowledge, Skills & Abilities

  • Ability to establish and maintain effective and positive working relationships with other city employees, outside agencies, developers, and general public both verbally and in writing 
  • Knowledge of the core principles and practices of civil and transportation engineering, and ability to adapt both local and state analysis and design criteria to address traffic/transportation engineering problems. 
  • Knowledge and demonstrated experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD) and AASHTO’s Policy on Geometric Design of Highways and Streets. 
  • Effective time management, written and oral Communication skills. 
  • Proficient in Adobe Acrobat, Microsoft Office, Accela Permitting Platform, and GIS software. 
  • Exhibits superior customer service skills. 
  • Ability to communicate strong interpersonal skills such as tact, active listening, respect and calmness.

Preferred Qualification

  • North Carolina Professional Engineer (PE) license strongly preferred. 
  • Bachelor’s Degree with a minimum of five (5) years of experience with transportation engineering, geometric design, and traffic analysis.

Minimum Qualifications

  • Bachelor's Level Degree in Engineering and three (3) years of relevant experience with transportation engineering, geometric design, and traffic analysis 
  • An equivalent combination of education and relevant experience that provides the necessary knowledge, skills, an abilities to successfully perform the essential job duties

Salary

  • $76,519.00 - $95,648.00; Commensurate with experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
