Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the city in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

City Procurement, a Division of the General Services Department, is responsible for centralized governance and oversight of the City of Charlotte's procurement and contracting activities. The Division is comprised of four procurement teams, each responsible for a specific area of focus as an internal support organization to all city departments in the acquisition of Construction/ AES/ Facilities, Commodities, Services & Technology, and Transit Procurement Management. In addition, City Procurement manages the Asset Recovery and Disposal (ARD) Program, Corporate Procurement-Card Program, Corporate Compliance Program, Vendor Administration, the Charlotte Cooperative Purchasing Alliance (CCPA), and the Strategic Optimization Program (SOP).

Summary

City Procurement is seeking a Procurement Manager to join the Strategic Optimization Program (SOP) responsible for leading and developing the Compliance & Performance arm of the SOP intended to enhance compliance reporting, drive self-corrective actions, and build more sustainable performance across the organization. Under the direction of the Chief and Deputy Chief Procurement Officer, the Procurement Compliance & Performance Manager is responsible for assessing, developing, implementing, overseeing, and monitoring all procurement-based performance measures, data metrics, reporting initiatives, and compliance standards. This position sits within the Strategic Optimization Program focused on continuous improvement of policies, standards, processes, procedures, programs, system requirements, transaction protocols, and strategies that comprise and impact the city’s foundational procurement environment in support of operational effectiveness and organizational excellence in procurement. 

The Compliance & Performance Manager will be responsible for assessing, monitoring, and designing real-time policy and procedural testing, reporting, compliance, and on-the-fly corrective resolution plans along with developing and implementing performance objectives, measures, and results to support active and continuous improvement across the city’s procurement environment. The ability to develop performance baselines, benchmarks, and targeted projections that supports high performance is critical for this position. This position is necessary to enhance compliance reporting and create self-corrective compliance methodologies for sustainable procurement performance.

This position also has additional oversight responsibility for a number of existing and expanding corporate programs that require a highly level of compliance and continuous audit.

Major Duties and Responsibilities

  • Designs real-time embedded compliance and pre-auditing protocols for early identification of process and procedural challenges that can be immediately corrected prior to impeding compliance, impacting operational effectiveness, or triggering an audit;
  • Utilizes continuous improvement strategies and develops change management strategies to correct and strengthen the city’s ability to perform and respond to procurement challenges;
  • Implements best practices, benchmarks, baselines, metrics, policies, standards, and efficiency protocols, to optimize procurement citywide, mitigate risk to the city, and provide for effective solutions to common, recurring, and problematic procurement challenges that negatively impact overall procurement effectiveness;
  • Develops Pre-, Interim, and Post Compliance strategies and plans tied to performance measures and results;
  • Performs policy and process compliance and disciplinary assessment and remediation, including the development of corrective resolutions strategies;
  • Develops and implements special initiatives that ensure legal, ethical, innovative, consistent, and results-oriented protocols to minimize risk and maximize performance;
  • Develops and maintains comprehensive reporting dashboards and performance metrics to support strategic planning and real-time decision making;
  • Creates and implements process risk assessment protocols to proactively identify process gap and develop adequate controls to maximize compliance;
  • Creates transparent, data-driven solutions that can be administered through effective monitoring and compliance strategies;
  • Develops quantitative assessments of staff performance to support continuous evaluations and data measures for project assignments and goals;
  • Collaborates with the Policy & Standards Manager and the Efficiency & Optimization Manager in developing objectives and actionable plans for continuous improvement and problem solving and to conduct compliance training needs analysis to methodically identify, analyze, and synthesize data to develop subsequent training plans;
  • Responsible for assisting with development of internal management and staff policies, standards, responsibilities, and expectations that reflect integrity and necessary due diligence in growth and development for core procurement competencies consistent with procedural excellence and best practices; 
  • Provides direct supervision for assigned programs, teams, and special projects;
  • Responsible for coordination, oversight, and direction of special projects, activities, initiatives, and other special programs as may be required; and
  • Performs related duties as required in support of general, specific, and unique procurement activities.

Knowledge, Skills & Abilities

  • Requires advanced data mining and analysis skills utilizing a combination of programs such as Excel, Access, or Tableau;
  • Ability to utilize data for continuous improvement and to drive strategy;
  • Extensive knowledge developing and implementing compliance plans with corrective resolutions strategies;
  • Requires experience in data analytics and dashboard reporting; 
  • Requires strong knowledge of local, state, and federal procurement laws, contracting methodologies, and best practices; 
  • Preferred candidate will be a highly motivated, seasoned professional able to function with minimal supervision and across multiple procurement disciplines in partnership with all levels of the organization; and
  • Requires critical thinking and problem-solving skills; as well as the ability to effectively communicate and manage change across all levels of government.

Preferred Qualification

  • Bachelor’s Degree and three to five years of related management and supervisory experience in a mid to large procurement agency or associate degree and five to seven years of experience, preferably in public procurement.

Minimum Qualifications

  • Associate’s Degree and seven years of related experience or Bachelor’s Degree and five years of experience or equivalent background, experience and skills to perform the essential functions of the position.

  • $76,519 - $95,648 Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
