Summary

Responsible for defining and improving user business requirements through technology, leading teams to specify goals, strategies, and the necessary allocation of resources to meet stated objectives, negotiating scope and requirements of projects among various parties, developing project budgets and schedules, and assisting with the preparation of business cases to support technology investments.  Additional responsibilities may include providing expert application support developing and maintaining standards and procedures, managing projects, and training or reviewing the work of lower levels in the career family.

Major Duties and Responsibilities

  • Serves as a functional expert in Work and Asset Management (WAM) software and provides comprehensive business analysis skills for WAM customers.
  • Interfaces with department stakeholders and end users to define needs, communicate technology changes. In addition, oversee fulfillment of technology support requests.
  • Provide support/oversight for integration of customer’s business support systems including assets, geographic information, customer service, and work order systems.
  • Responds to and prioritizes customer requests related to software applications ranging from permissions to technical problems with applications.
  • Interfaces with end users on existing business processes and design for new business processes to be translated and written into detailed functional requirements and solution design.
  • Performs business system analysis at an expert level, identifies and documents scopes of technology solutions, research problems, and may also recommend improvements and enhancement solutions as well as provide review and approval of proposed solutions. 
  • Provides user support for production applications, including providing queried data. 
  • Maintains security to protect data, including generating compliance reports, and recommends improvements and enhancements to systems.
  • Provides queried data, develops, and runs reports, creates, and manages account permissions, application/system configuration, troubleshoots problems and facilitates solutions, cooperating with vendors and/or managing relations and communicates with system users.
  • Track hardware and software life cycles and oversees hardware and software purchases, implementation, and maintenance.
  • Coordinate technology projects and serves as a team leader, member, and liaison for various business departments.   
  • Analyzes and designs systems by performing research on related technologies, coordinating design sessions, conducting meetings, assisting with design and development processes, and reviewing technologies for integration points.
  • Coordinates and performs quality assurance activities including test plan development and execution, testing, and tracking issues and solutions Creates and maintains structures and processes necessary to ensure data integrity between systems.
  • Designs and facilitates end user training sessions. Creates user guides and explains complex technical information in a clear and concise manner.
  • Performs related work as required.

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field
  • Three (3) to five (5) years of experience in business analysis, requirements definition and information technology support  
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
