Introduction

This is an entry-level position with the Implementation Program Area in the Long-Range Planning Division of the Planning, Design, and Development Department.  The Associate Planner position will function as a supportive role in a team environment assisting in the yearly review and development of the 2040 Comprehensive Plan Annual Report, helping the Implementation Dashboard efforts, reviewing + implementing various policy recommendations, and collaborating with other Department partners.  This position may assist with other policy, regulatory and outreach initiatives as needed within the Division and Department.

Major Duties and Responsibilities

  • Research and prepare updates for the Annual Report template and content as needed. 
  • Coordinate status updates on policy implementation work in a team environment.
  • Review Implementation Dashboard with a team to suggest and implement updates to data, visualization, etc. 
  • Provide monthly meeting preparation support for the Joint Use Task Force and associated Implementation Subcommittee. 
  • Prepare written, graphic, and map-based information for the public about comprehensive planning policies, goals and strategies, land use regulations, and other public planning policies and standards.
  • Support a rezoning customer service area team and participate in rezoning pre-submittal meetings and contributing to rezoning case staff analyses. 
  • Coordinate and collaborate with other departments on planning and regulatory matters.
  • Facilitate and participate in meetings with staff, other departments, and members of the public.
  • Represent City’s planning position and policies with other agencies and the public.
  • Hybrid working environment.
  • Some night and weekend work is required.

Knowledge, Skills & Abilities

  • Knowledge of basic planning and development principles and practices.
  • Knowledge of basic Geographic Information System (GIS) principles and ability to utilize ArcGIS software.
  • Ability to successfully work in a team environment.
  • Effective communication and customer service skills.
  • Ability to complete technical tasks efficiently and accurately, often under tight deadlines.
  • Ability to work on multiple projects and/or fulfill multiple responsibilities concurrently.
  • Ability to collaborate within and outside the department to achieve positive impacts on the community.
  • Motivation for continuous learning, training, and self-improvement

Preferred Qualification

  • Master’s Degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree.
  • AICP or other certifications (AIA, GISP, LEED, PE, etc.).

Minimum Qualifications

  • Four-Year degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree.
  • Minimum zero to three (3) years professional planning experience.  


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
