Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manages hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

This position is a senior level engineering position based in the Storm Water Services Engineering and Design Division requiring expert knowledge in all aspects of stormwater infrastructure design principles, practices and project management.

This position is involved in managing engineering consultants and providing technical expertise and guidance for storm drainage improvement projects.

Major Duties and Responsibilities

  • Direct, mentor, and provide high level technical support to Project Managers for the project planning, design, and construction of storm drainage improvement projects.
  • Manage engineering consultants performing planning, design, and construction administration of storm drainage improvement projects. 
  • Perform contract management activities including schedule and fee review, processing invoices, purchase orders, and amendments.
  • May oversee the preparation of in-house planning studies and design exhibits, including sealing final products.
  • Serve as a point of contact for the Division, the Department and the City on stormwater issues.
  • Develop and implement activities to improve the team’s processes, work practices, and performance.
  • Communicate and respond to citizens, the public, management, and City officials.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout.
  • Proficient in hydrologic and hydraulic modeling principles, methods, and software.
  • Proficient knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals related to the design of stormwater projects. 
  • Demonstrated leadership skills and the ability to apply conflict resolution techniques.
  • Proficient in managing consultant contracts. 
  • Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications, and recommendations.
  • Proficient in problem solving skills for resolution of storm drainage improvements and be able to lead staff regarding these principles. 
  • Good communication skills, both verbal and written.
  • Ability to work cooperatively with other City employees and the public. 
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Proficient computer skills including experience with Microsoft Office Products (Word, Excel).
  • A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit.

Preferred Qualification

  • Knowledge and experience in stormwater engineering principles, design, construction and permitting practices.  
  • Coaching and mentoring skills in leading internal staff consistent with the Storm Water Strategic Plan.

Minimum Qualifications

  • Bachelor’s degree in engineering or a related field and five (5) years of progressive work experience in planning, design, and construction of storm drainage systems.
  • Registration as a Professional Engineer (PE) or ability to obtain within 1 year.
