Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the city in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.
City Procurement, a Division of the General Services Department, is responsible for centralized governance and oversight of the City of Charlotte's procurement and contracting activities. The Division is comprised of four procurement teams, each responsible for a specific area of focus as an internal support organization to all city departments in the acquisition of Construction/ AES/ Facilities, Commodities, Services & Technology, and Transit Procurement Management. In addition, City Procurement manages the Asset Recovery and Disposal (ARD) Program, Corporate Procurement-Card Program, Corporate Compliance Program, Vendor Administration, and the Charlotte Cooperative Purchasing Alliance (CCPA).

Summary

City Procurement is seeking a Procurement Agent Senior to join the Commodities Procurement Team in support of the acquisition of commodities, goods, rolling stock, and heavy equipment at the departmental and citywide levels. This position reports to the Commodities Procurement Manager and is responsible for performing all aspects of formal and informal procurement and contracting activities related to the acquisition of goods, commodities, heavy equipment, and rolling stock for the City of Charlotte. This position will work closely with the Commodities Procurement Manager in coordinating and performing all aspects of procurement and contracting activities as well as contract management and contract administration tasks for citywide commodities contracts. The Commodities Procurement Agent Senior will also assist in ensuring vendor compliance with contract reporting requirements related, but not limited to, MWBE utilization and reporting, timely and accurate invoicing, and customer service.

Major Duties and Responsibilities

  • Facilitates procurement and contracting activities from intake to execution for all city departments as requested and at the citywide level as determined necessary.
    • Performs all procurement activities with the highest level of integrity utilizing statutory guidelines, policies, procedures, and best business practices. 
    • Develops solicitation documents and facilitates informal and formal solicitation processes as required.
    • Collaborates with the City’s Charlotte Business INClusion Program to ensure participation and inclusion of MWBE’s in contracting opportunities.
    • Identifies potential risk areas and devises solutions for risk mitigation by developing a collaborative relationship with City Legal, Risk Management, Internal Audit and other peripheral departments and major stakeholders.
    • Coordinates all post-solicitation activities to include vendor notification and debriefing, post-award conferences as well as managing all dispute resolution and protest issues.
    • Prepares all necessary documents for requesting City Council approval for contract award, attends Council meetings for or with requesting departments as official procurement representative.
    • Performs contract administration, monitoring and reporting as may be required.
  • Provides consultation on activities that impact procurement processes to include contracting decisions, project planning, requirements development, and scope development.
  • Interfaces at all organizational levels to accomplish City Procurement and contracting objectives with the goal of optimizing procurement challenges, implementing process improvements, initiating cost savings measures, and securing best value products, solutions, and relationships.
  • Performs in-depth research, fact finding, informal requests for information and other due diligence as may be required to support project requirements and contracting strategies.
  • Responsible for proactively forecasting and managing all project assignments and keeping systems updated related project tracking.

Knowledge, Skills & Abilities

  • Requires in-depth knowledge and hands-on experience with the solicitation and procurement of goods, commodities, and equipment, including contract drafting, negotiation, execution, and management 
  • Excellent analytical skills with ability to problem solve
  • Ability to clearly communicate thoughts and ideas orally and in writing
  • Ability to manage numerous projects simultaneously
  • Working knowledge of local, state, federal, cooperative procurement exemption and contracting methodologies
  • Ability to function with minimal supervision & across multiple procurement disciplines 
  • Strong customer service and interpersonal skills with ability to collaborate, establish, and maintain effective working relationships
  • Attention to detail and accuracy of work

Preferred Qualification

  • Bachelor’s Degree and three to five years of related experience in purchasing a variety of products, equipment, materials and supplies.
  • Candidates with previous purchasing experience with a government entity and commodities specific purchasing experience are highly desired.
  • Professional certification(s) (i.e. C.C.M., CLGPO, C.P.M, CPPO, and CPPB) is strongly desired.

Minimum Qualifications

Associate’s Degree and five years of related experience or Bachelor’s Degree and three years of experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
