Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the city in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary

City Procurement, a Division of the General Services Department, is responsible for centralized governance and oversight of the City of Charlotte's procurement and contracting activities. The Division is comprised of four procurement teams, each responsible for a specific area of focus as an internal support organization to all city departments in the acquisition of Construction/ AES/ Facilities, Commodities, Services & Technology, and Transit Procurement Management. In addition, City Procurement manages the Asset Recovery and Disposal (ARD) Program, Corporate Procurement-Card Program, Corporate Compliance Program, Vendor Administration, and the Charlotte Cooperative Purchasing Alliance (CCPA).

Major Duties and Responsibilities

  • Performs all purchasing and contracting activities related to transit procurement in compliance with Federal, State and local laws and regulations, City Policy, Council directives, and best practices.
  • Develops solicitation documents to include Invitation to Bid (ITB), Request for Proposals (RFP), Request for Information (RFI), Requests for Qualification (RFQ), and other solicitation documents as needed.
  • Coordinates and facilitates all project meetings, prepares evaluation criteria and processes, advises project teams on acceptable processes, and other formalized process activities required to complete projects.
  • Develops and negotiates all contractual documents as may be required for all assigned projects.
  • Works in close coordination with City Procurement legal and CATS legal representatives in the City Attorney’s Office.
  • Provides daily and strategic consultation to facilitate procurement and contracting decisions, project planning services, development of requirements, technical specifications, and scopes of services for all assigned projects.
  • Coordinates with CATS Civil Rights Office to ensure compliance with DBE and SBE programs.
  • Identifies potential risk areas and devises solutions for risk mitigation in collaboration with City Legal, Risk Management, Internal Audit, and stakeholders.
  • Coordinates all post-solicitation activities to include vendor notification and debriefing, post-award conferences as well as managing all dispute resolution and protest issues.
  • Represents the City in dispute resolutions and works to ensure a strong contractually guided professional business relationship with all vendors, contractors, service providers, subcontractors, and consultants.
  • Evaluates vendor disputes and responds to bidder protests.
  • Serves as negotiation lead on all assigned procurement activity including any changes to contract scope and/or terms and conditions.
  • Ensures that all required procurements are completed timely and at a fair and reasonable cost to the organization.
  • Responsible for proactively forecasting and managing all project assignments and keeping systems updated related project tracking.
  • Cooperates with city, state and federal audit and oversight agencies and ensures that all findings are resolved in a timely manner.

Knowledge, Skills & Abilities

  • Minimum of three years’ experience in a mid to large transit agency
  • Considerable experience with complex contracting methods and awards and administration of contracts over $100 million
  • Knowledge of Best Value, Design Build, Design-Bid-Build, CM, CM at Risk procurement methodologies
  • Familiar with value engineering concepts and techniques
  • Knowledgeable in the procurement of technology and other contracts involving proprietary information and rights
  • Ability to evaluate and assess business risk both on the part of the contractor and the agency and determine contract terms and conditions accordingly
  • US DOT Federal Transit Administration, third party contracting experience
  • Knowledge of DBE and MWSBE program requirements
  • Considerable experience in organizational performance including the planning strategy, design and implementation of change management, and team building
  • Ability to perform cost and price analysis
  • Ability to communicate effectively orally and in writing and make effective presentations
  • Knowledge of best practices for transit procurements and contract administration
  • Knowledge of FTA procurement and grant regulations
  • Skill in negotiating
  • Ability to develop and maintain effective working relationships with city staff and the community

Preferred Qualification

  • Bachelor’s Degree and a five (5) to seven (7) years of public procurement experience.

Minimum Qualifications

  • Associate’s Degree and seven (7) years of related experience, or Bachelor’s Degree and five (5) years of related experience or equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
