Summary

This is a highly skilled role within the City of Charlotte’s Workforce Development and Talent Acquisition Management team. The Sourcing Specialist will be responsible for supporting the full life cycle of recruiting, hiring, and tracking for the multitude of departments within the City of Charlotte. This role reports to the Workforce Development and Recruitment Division centralized in the city’s Human Resources department. The Sourcing Specialist will be part of a broader team of recruiters and workforce development professionals supporting the City of Charlotte.

The Sourcing Specialist will devise strategies and provide support to the City of Charlotte Human Resources talent acquisition system. This role will collaborate with assigned citywide recruitment partners and develop an in-depth understanding of role requirements for the varied occupations within the city. They will advise managers, supervisors, and employees regarding human resource hiring and retaining practices, policies, and procedures. They will develop and maintain recruiting networks and relationships with various colleges, career centers, community partners, and talent pipelines.

Major Duties and Responsibilities

Coordinate with hiring managers and conduct needs analysis to identify staffing, diverse needs, and candidate selection criteria

· Form close professional relationships with hiring managers to ensure clear expectations for candidates and interviewers

· Provide input to ensure that departments, divisions, and teams consist of diverse and qualified individuals

· Source applicants through online channels that include professional and educational networks

· Review, revise, and create job descriptions and interview questions that reflect the requirements for each position

· Gather and distribute key sourcing, hiring and market data to help recruiting business partners, inform department leads, drive sourcing strategy and enable faster, smarter, hiring decisions

· Compile lists of most-suitable candidates for mid-level to senior leadership positions by assessing CVs, portfolios, and references

· Organize and attend career/college fairs and recruitment events to build a strong candidate pipeline and expose city opportunities

· Devise and implement long-term sourcing strategies, such as employer branding initiatives, to build pipelines for potential candidates and ensure staffing needs are being met

· Develop and conduct training for employment, recruitment, and talent acquisition practices

· Assist with succession planning and internal mobility

· Recommend effective and integrated solutions

· Participate in special projects

Knowledge, Skills & Abilities

Experience in full-cycle recruiting, using various interview techniques and evaluation methods

· Proficient with social media, CV databases, professional and educational networks

· Experience in using LinkedIn Talent Solutions and Handshake to source candidates

· Excellent interpersonal and communication skills

· Establish and maintain effective working relationships with employees, management, and various stakeholders at all levels within the organization

· Coach/advise employees and management through sensitive HR issues to resolve conflict and seek workable solutions

· Take initiative and work with a great deal of independent discretion in decision making and execution of responsibilities

Preferred Qualification

· Advanced internet sourcing

· Knowledge of applicant tracking systems

· Ability to source for entry to senior level occupations in various industries

· Implement and execute end-to-end hiring processes

· Professional credentials such as HR Certification Institute, SHRM, GCDF

Minimum Qualifications

High School Graduate or Equivalent and seven years related work experience

OR

Associate's Degree and five years related work experience

OR

Bachelor's Degree and three years related work experience

OR

Master's Degree and one year related work experience

Salary

Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
