Summary

Under general supervision, in accordance with Federal Transit Administrations (FTA) regulations and Generally Accepted Accounting Principles (GAAP), the National Transit Database (NTD) analyst is responsible for the collection, compilation, comparison and analysis of raw statistical and summary data from operational materials and various sources to monitor transit performance indicators and transit service standards. 

Major Duties and Responsibilities

  • Data processing, analysis and reporting for all transit modes and transit related data within the agency.
  • Collects, maintains, and analyzes data to prepare information for various monthly, quarterly, and annual performance reports, including all transit ridership, benchmarking, revenue and expenditure data.
  • Coordinates, collects, and maintains relevant transit datasets and databases.
  • Monitors, coordinates, and submits all National Transit Database (NTD) Reporting for the Division.
  • Serves as the point of contact to the departments and coordinates the NTD annual reporting.
  • Enters required data into NTD and follow up with any necessary information through the validation process by the deadline.
  • Participates on trainings/webinars for new NTD and FTA requirements.
  • Create and document monthly processes to compile NTD required information.
  • Perform financial analyses to be used by CATS’ management to review revenue and expenditure trends and various project statuses.  Conduct quantitative analyses of information affecting financial impact of operational activities.
  • Prepares the annual Group of North American Light Rail System Benchmarking (GOAL), and American Bus Benchmarking Group (ABBG) based on the NTD Reports with supporting documentation through data analysis and research.
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
  • Other administrative duties as assigned

 

Knowledge, Skills & Abilities

  • Strong critical thinking and strategic analytical skills
  • Ability to establish and maintain effective working relationships with all levels of staff, customers, and business partners
  • Working knowledge of FTA reporting requirements, NTD, GAAP and other governmental accounting and financial regulations.
  • High level of sustained accuracy and compliance with written procedures and verbal instructions
  • Strong organizational skills to manage numerous routing activities with attention to details
  • Proficiency in Microsoft Office tools particularly Word and Intermediate level Excel.
  • Ability to quickly master City ERP and CATS financial software and provide training support as necessary to project managers and other CATS staff
  • Ability to work flexible schedules and hours in completion of routine work and special assignments
  • Ability to triage competing priorities according to importance and urgency
  • Strong problem-solving skills and ability to make decisions and produce high quality work independently
  • Ability to complete work assignments with minimum supervision
  • Ability to effectively communicate both, written and verbal

Minimum Qualifications

Requires a 4-year degree in accounting, business administration, public administration, or related field and a minimum of five (5) years’ experience in various aspects of financial reporting, data management and analysis and grant accounting. Ability to research and analyze account transaction data for statistical reporting.  Demonstrated proficiency in creating and manipulating spreadsheets, databases, and reporting systems.  Must be able to pass a pre-employment drug screen, criminal background check, a DMV report and be eligible for a City driving permit.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
