Function

The City of Charlotte owns and operates five major wastewater treatment facilities and is in design for the sixth with total treatment capacities of 139 million gallons per day. This position serves as the Chief Treatment Plant Operator of the McAlpine Creek Wastewater Treatment Plant (WWTP). McAlpine Creek is the largest WWTP owned and operated by the City of Charlotte and has a daily permitted flow capacity of 64 million gallons. 

Summary

The position collaborates with the other Chief Operator to assist the Treatment Plant Supervisor with managing, monitoring, and operating the treatment plant. This is accomplished by ensuring the treatment processes function properly and that the plant meets permit requirements; assisting with semi-annual and annual performance evaluations of employees; assisting with the implementation of directives for staff and operations; and providing direction in the daily operation of the treatment plant. Other duties include managing the Stormwater Integrated Contingency Plan; assists in maintaining the plant Air Quality Permit, scheduling instrumentation calibrations of plant processes; being a member of the safety team; training operators; and serving as Backup Operator in Responsible Charge (ORC).

Major Duties and Responsibilities

Manages operations staff by both working with and assigning tasks.
Regularly trends plant data and reviews plant process data to troubleshoot problems and informs the ORC or maintenance staff with possible solutions.
Monitors and helps to maintain plant instruments and other equipment to analyze plant conditions.
Maintains plant records and documents; serves as Backup to the ORC; and serving as supervisor in the absence of the Plant Supervisor. Must be available for emergency needs at plant site.
Coordinates with treatment plant maintenance division by managing work orders, assigning work order priority and attending weekly Ops/Maintenance meetings.
Monitors plant for safe and unsafe conditions, conducts safety training, completes contractor safety checklists and other safety permits as required, and serves as the Plant’s Safety Coordinator. 
Manages safety program by maintaining MSDS sheets; posting safety signage; providing protective equipment to operator; assist with or coordinates emergency response measures. 
Performs administrative functions by ensuring daily processes and plant operations forms are completed and entered in the Information Management Software System.
Manages the Plant’s Stormwater Integrated Contingency Plan (ICP) by ensuring all monitoring, housekeeping and inspections are up to date. 
Coordinates monthly staff meetings with Plant Supervisor.
Maintains communication with operators, manages weekly/monthly equipment rotations and out of service equipment, maintains plant sampling, inspections, plant chemicals, fuel, PPE and process control records.
Coordinates weekly with our instrumentation technician team about current process instrumentation issues and work orders.
Collaborates with contractors/consultants during plant construction projects.
Responsible for the annual performance reviews for plant operators (Grades I-IV) and the Mechanic Assistants.

Knowledge, Skills & Abilities

Requires ability to read and understand complex sketches, diagrams, technical specifications and operating and maintenance manuals.
Must have an advanced knowledge and understanding of wastewater treatment principles and practices.
Must have excellent oral/written communication skills and organizational skills.
Requires the ability to work cooperatively with other city employees, and the public.

Physical Demands:
The job is Medium classification for physical demands and requires standing, walking, bending, climbing steps/ladders and the ability to lift up to 50 lbs. Additionally, the following physical abilities are required: feeling, perceiving sounds at normal speaking levels, discriminating among sounds, mental acuity, speaking, standing, talking, data/color/observations/equipment/inspections and walking: Occasional health, safety and environmental factors.

Preferred Qualification

Preferred Bachelors or Associates degree in Environmental Science, Biology, Chemistry, or related field. 

Minimum Qualifications

High School Diploma or GED equivalent.
Three (3) years of related work experience in Wastewater Treatment Plant Operations.

Licenses, Certifications or Registrations:
Requires Class C driver’s license.
Requires eligibility to obtain a City Driving Permit.
Requires Biological WW IV license.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
