Function

The City of Charlotte, Charlotte Water Department is accepting applications for the Workforce Development Training Co-op position for the Career and Training Academy Program. This individual will work under the supervision of the Charlotte Water Administrative Division. The candidate can be a student currently enrolled in a post-secondary education program in Training, Workforce Development or related curriculum, or have post-secondary experience in a  related area.

Summary

This position is primarily responsible for developing and implementing programs, plans for workplace readiness training, and job placement of adult participants. The workforce development specialist will coordinate the employment skills curriculum designed to increase employability. Work involves coordinating workforce development activities for a multi-skilled workforce, training and developing employees in introductory, intermediate, and advanced skill sets across all utility occupations; facilitating scheduled training sessions; conducting performance analysis of individual training profiles, skills, and assessments courses.

This position will assist in developing and coordinating Charlotte Water's Apprenticeship and Pipeline Academy Internship and Co-op Programs, which are designed to increase employability, boost motivation, and improve fundamental skills. Part of the work includes scheduling, attending, and leading monthly and bi-monthly meetings with apprentices, interns, mentors, managers, and supervisors; visiting worksites for observations; processing and auditing paperwork about apprentice and intern training plans and overall programming within the department. Works with community partners to seek participants for workforce development programs. 

Major Duties and Responsibilities

Provides training and development by implementing strategic training initiatives, curriculum design, training delivery, and group facilitation.
Schedules new and current employees for skill assessments and training.
Coordinates the completion of assigned training assignments.
Provides interpersonal expertise as it relates to training in various utility occupations.
Assesses training and programming effectiveness to ensure participants' performance is aligned with the skills they are taught.
Creates, develops, and oversees the Apprenticeship and Pipeline Academy and Co-op and Internship Programs.
Collaborates with Charlotte Water's Human Resources team throughout the hiring process, including job matching throughout programming until completion. 
Assists apprentices and Pipeline Academy participants in meeting program goals and objectives.
Conducts apprenticeship and Pipeline Academy program evaluations throughout development and operations phases.
Processes and audits paperwork on the employee, apprentice, and intern training plans and overall apprenticeship and Pipeline Academy internship programming within the department.
Fosters professional relationships with industry, apprenticeship coordinators, and workforce development agencies (local, state, national).
Schedules and leads meetings with apprentices, interns, mentors, and supervisors.
Identifies and coaches mentors, supervisors, apprentices, and interns on stretch goals and career pathing.
Coordinates meetings, calendars, and events around programming and communicates program details with community organizations and prospective candidates.
Performs other related job duties as assigned.

Ability to plan and organize short-term and long-term training in simulated and live environments.

Ability to network with internal and external stakeholders.
Ability to communicate effectively with all levels within the organization.
Ability to obtain a City driving permit.

Minimum Qualifications

Post-secondary experience, current or recent graduate in an accredited college or university with major course work in a related field of study specific to the departmental or work assignment. Must be able to work a minimum of _30__ hours per week.
Proficient with Microsoft Office
Valid North Carolina Driver's License

LICESNCES, CERTIFICATIONS, or REGISTRATIONS: 

Requires a valid driver's license.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
