Summary
Responsible for providing GIS support to CLTWater departments, including analyzing spatial data, implementation, administering, and maintaining GIS systems, performing spatial analysis and reporting, assisting and serving as a subject matter expert for end users and providing GIS support.
Major Duties and Responsibilities
• Working knowledge of water and wastewater systems.
• Development, maintenance, analysis and distribution of large-scale Enterprise GIS databases within an ArcSDE environment.
• Cartographic skills are required for map design as well as web-based mapping solutions.
• Possess an extensive working knowledge of the ESRI ArcGIS 10.x Desktop software suite.
• Foundational knowledge of ESRI’s Utility Network design within the ArcGIS Pro environment.
• Maintains Citywide or Departmental ArcGIS Components or Enterprise Systems. Translates data from source data collection systems and/or source documentation into geodatabase formats.
• Knowledge of a variety of ArcGIS tools to prepare reports, perform research and present results of data analytics, including technology and data recommendations.
• Proficiency with ArcGIS extensions Network Analyst, 3D Analyst and Spatial Analyst are required.
• Analyzes, benchmarks, and validates data and metrics using data analytics, prediction, and field observations.
• Assists with ongoing support of software and hardware solutions.
• Recommends technology solutions, integrates customer requirements, and identifies opportunities to improve processes.
• Coordinate, plan, and support simultaneous tasks and GIS projects; query data; prepare and deliver reports to the immediate supervisor and others.
• Read and interpret preliminary record and as-built documentation.
• Working knowledge of ArcGIS Online is required to share, store, and present data.
• Serve as a point of contact for Project Managers for assistance related to GIS.
• Assist with fulfilling internal and external data requests.
• The candidate must have the technical agility, focus, flexibility, enthusiasm, and vision to complement and enhance the Charlotte Water GIS Team
• Performs other GIS related work as required.
Knowledge, Skills & Abilities
Knowledge of:
• Experience with importing, exporting, creating, and analyzing data in ArcGIS 10.x is required
• Foundational knowledge of ESRI’s Utility Network design within an ArcGIS Pro Environment is required
• English grammar, spelling, and punctuation
• Modern office procedures, methods and computer equipment
• ESRI Application suite including a working knowledge of ArcGIS Desktop and ArcGIS PRO

Minimum Qualifications
High School Graduate or Equivalent and five years related work experience
OR
Associate's Degree from an accredited college or university in GIS Systems or a related field with three (3) years related work experience in geospatial analysis, including prior experience with ESRI
OR
Bachelor's Degree from an accredited college or university in GIS Systems or a related field and one (1) year related work experience in geospatial analysis, including prior experience with ESRI
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Required Licenses or Certifications
• Valid NC Drivers licenses
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
