Summary
This position is an administrative and leadership role responsible for directing and coordinating the department's strategic plan for the Charlotte Water Department. Responsible for planning, organizing, coordinating, problem solving, and developing special projects. Work requires the exercise of independent judgment with considerable contact with the public and other city departments. Work is performed with considerable latitude, independent judgment, and initiative. In addition, the position participates in the development of the Strategic Operating Plan (SOP) development and ensures integration of the SOP with Charlotte Water initiatives, including DE&I. This position will report directly to the Director and will be part of the Executive Leadership Team.
Major Duties and Responsibilities
• Develops / implements compliance strategies & functional objectives designed to provide effective governance / risk mitigation / compliance in all Water regulations
• Identifies & report findings along with corrective actions for instances of non-performance
• City policies & procedures
o local / state / federal regulatory requirements / statutes
o compliance with specific grand requirements
o best practice application
o continuous improvement
• Identifies opportunities for business process & policy improvements through application of internal controls framework
• Continuous improvement strategies / supports / collaborates in development of business process documentation & enhancements to existing business processes
• Development of comprehensive compliance plan for Charlotte Water activities including:
o reporting
o auditing
o monitoring
o training
• Assess overall operational and strategic performance
• Understand and shape the company’s strategy and mission
• Develop plans to materialize strategy and analyze business proposals
• Research competition to identify threats and opportunities
• Assess the company’s operational and strategic performance
• Align processes, resources-planning and department goals with overall strategy
• Provide support and insight into significant organizational changes (e.g. shift in strategic focus, mergers and acquisitions)
• Educate senior executives in making effective decisions
• Construct forecasts and analytical models
• Monitor and analyze industry trends and market changes
• Preparing reports on strategy ideas for Charlotte Water Senior Management.
• Presenting research findings to Charlotte Water Senior Management.
• Conduct frequent need assessments, research, and gap analysis to inform program enhancements, new programs, and internal and external training and resource opportunities to address emerging trends, knowledge gaps and reoccurring community issues.

Preferred Qualification
• Master’s degree with five (5) years of related work experience
• Work experience in municipal sewer and water utilities
Minimum Qualifications
• Bachelor’s degree in Public Administration, Business, Communications, Engineering, or applicable field with seven (7) years of related experience in municipal sewer and water utilities.
• Must be able to obtain and maintain a city driver’s permit.
Salary
$78,080.00 - $86,754.00 Commensurate with Experience
