Summary
The City of Charlotte’s Human Resources Department is seeking a Human Resources (HR) professional to serve as an Absence Management Specialist. This role is part of a team with cross-discipline functions. The ideal candidate is one who has demonstrated experience and knowledge of the Family Medical Leave Act (FMLA), and a strong familiarity with the Americans with Disabilities Act (ADA), and the Americans with Disabilities Act Amendments ACT (ADAAA).
Major Duties and Responsibilities
• Demonstrated knowledge and experience of FMLA law
• Serves as the primary FMLA liaison between the City’s 3rd party vendor and internal departments within the City
• Assist HR staff within departments with FMLA related inquires, analyzing complex cases, mitigating risk, and problem solving
• Works with the 3rd party vendor to triage cases, understand internal and external processes, and system related matters
• Partners with stakeholders to determine risk mitigating solutions, ensure that policies, and all applicable state and federal laws are being adhere to
• Assist with developing and implementing FMLA related education and trainings
• Collaborates with the Absence Management Business Partner on FMLA cases that may transition into ADA files
• Partners with a variety of City departments to effectively oversee the process such as, but not limited to, Worker’s Compensation, Risk Management, and Workforce Development and Recruitment
• Use metrics to analyze data, identify trends and gap areas, research and stay abreast of industry best practices
• Build rapport and establish relationships, collaborate, conduct meetings with stakeholders, and readily available to work in person when needed
• Performs other related job duties as assigned
Knowledge, Skills & Abilities
• Strong familiarity with employment laws (ADA, ADAA, Wage and Hour, GINA, Title VII, USERRA)
• History or performing risk mitigation measures
• Effective oral, written, and interpersonal communication; ability to conduct presentations in group and one- on-one settings
• Intermediate level of competency in Microsoft Office software applications
• Ability to demonstrate technical competencies with leave management software systems
• Proficiency with prioritization, organization, and coordination abilities to work on multiple projects in a fast- paced environment with tight deadlines.
• Ability to adapt and manage multiple priorities in a dynamic environment
• Proven competence with critical thinking skills and the ability to influence without direct authority
• Ability to analyze data, demonstrate tactical skills for immediate needs, and strategically for future needs
• Ability to report into the office as requested by the department.
Minimum Qualifications
High School Graduate or Equivalent and five years related work experience
OR
Associate's Degree and three years related work experience
OR
Bachelor's Degree and one level related work experience
OR
Master's Degree

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
