Summary

This role is responsible for assisting the business department in defining their needs and translating those business needs into business requirements.  This position will define and improve user business requirements and utilize expertise necessary to translate needs and assist with the preparation of business cases to support technology investments.  As a member of the Business Engagement Services team, this role acts as navigator and connector for IT services serving as liaison between I&T and the business partner and building relationships.  Additional responsibilities may include developing and maintaining standards and procedures and training. 

Major Duties and Responsibilities

  • Interface with department stakeholders and end users to define needs, communicate technology changes.
  • Develop and maintain departmental service agreements between supported business departments and I&T and at service-specific level as required.  This includes annual reviews and managing updates.  Interface with I&T managers and business contacts to negotiate service needs, document service details and support levels.
  • Gather, understand, and document business and functional requirements, as needed, for newly identified business needs.  Translate and detail those requirements into IT requirements in collaboration with the business partner and I&T staff.
  • Define and assist in preparing business cases for technology investments and be point of contact and/or representative for the business for investments during technology master planning.
  • Assist in maintaining the comprehensive portfolio of I&T services.
  • Understand and communicate detailed and advanced business solutions.
  • Facilitate training sessions and explains complex technical information in a clear and concise manner.
  • Obtain and maintain a solid understanding of IT services as well as the business and stay up to date with the latest priorities as they change over time.
  • Manage and support the business user experience.
  • Provide solicitation support related to input and feedback on recommended designs or solutions.
  • Perform related work as required.

Preferred Qualification

  • Experience in an IT service organization supporting service functions in business relationship management and business analysis.
  • Experience in IT service management and/or ITIL best practices
  • Project management exposure

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field
  • Three (3) or more years of experience in business analysis, requirements definition and information technology support  
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities necessary to perform the essential job functions


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
