Summary

The Operations Chief - FOD will report to the Deputy Director of Customer Service and Field Operations. This position will serve as a member of the Charlotte Water Leadership Team participating in the overall management of the department.  The Operations Chief – FOD will establish and support a continuous improvement philosophy with a focus on asset management and maintaining water quality within the water distribution and compliance with the wastewater collection system permit are key responsibilities for the position.  This position also ensures that maintenance needs, activities, and functions, are aligned with the City’s and the Department’s core values, strategic plan and direction of the City Manager and the Charlotte Water Director.

Major Duties and Responsibilities

Develops, executes, tracks and reports on FOD plans to ensure achievement of assigned strategic priorities and projects.  
Provides input into the establishment of capital investment priorities; plans for optimal use of staff and material resources of the division. 
Coordinates and develops the annual budget submission for the division.  
Negotiates contracts and agreements related to system maintenance. 
Partners with the Charlotte Water leadership team on department-wide strategic operational, budgetary and policy issues. 
Assists the utility in responding to increasingly complex technical standards and regulations. 
Represent Charlotte Water in work with elected officials, other City leaders and staff, state and federal regulators, regional partners, consultants, and contractors.  
Coordinates with internal and external service providers to assure support services and other needs are met to establish and sustain efficient, effective operations.  
Ability to negotiate and resolve sensitive, significant, and controversial issues. 
Exercises considerable independent judgment and initiative.

Experience managing water /sewer utility maintenance, operations and/or engineering; demonstrated skill in workforce management and work leadership of an organization employing large numbers of diverse professional and technical personnel.
Experience in a field related to utility operations and management; requires thorough understanding of water/sewer system management, operation, maintenance, and engineering principles and practices.

Preferred Qualification

NC PE registration and/or highest-level NC certification in one or more fields of water/wastewater operations (i.e., Water or Wastewater Treatment Plant Operator, Maintenance Technology, Distribution/Collection System).

Minimum Qualifications

Requires a Bachelor’s degree and seven (7) years of experience or a Master’s degree and five (5) years’ experience or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

Salary

$107,669 – $134,586 Commensurate with Experience
