Introduction

Storm Water Services maintains and improves stormwater infrastructure within the City streets and rights-of-way. Staff currently manages more than 400 storm drainage improvement projects. Over the next 5 years, Storm Water Services will invest approximately $450 million in capital improvements throughout our community. Storm Water Services is one of the largest stormwater utilities in the Southeast with more than 200,000 customer accounts and over 150 employees.

Summary

This position is based in the Storm Water Services Division, and is a member of the Surface Water Quality and Environmental Permitting Team, which is responsible for protecting and improving surface water quality within the City in compliance with state and federal laws.  This position is responsible for supporting the management of Stormwater Control Measure (SCM) inspections and database management.

Major Duties and Responsibilities

  • Support Storm Water Services/Water Quality management of SCM inspections and database management.
  • Perform inspections of public/private SCMs according to the Inspection & Maintenance Checklists.
  • Confer with City Staff, external consultants, contractors, citizens, and other interested parties to support program needs and interests.
  • Read, understand and interpret design plans and specifications and convey meaning, often to a lay audience or customer.
  • Manage files of approved plans for the City’s Post-Construction Stormwater Ordinance (PCSO) compliance and input project information into City’s SCM database.
  • Provide accumulated yearly data to support recordkeeping required by the City’s National Pollutant Discharge Elimination System (NPDES) permit.
  • Provide assistance to Storm Water Ordinance Administrators as necessary to prepare Corrective Action Reports, Notices of Violation, and reports to the Storm Water Advisory Committee (SWAC) in order to help property owners comply with SCM maintenance and inspection requirements.
  • Perform re-inspections, certifications, or continuing NOV activities. Provide limited technical expertise or guidance to owners.
  • Develop and implement processes to locate and collect inventory data for SCMs, perform inspections and document results of the inspections.
  • Manage the inspection and maintenance of SCMs at municipal properties.
  • Provide and manage team communication pertaining to public/private SCM inspections.

  • Good communication skills, both verbal and written with the ability to effectively communicate with the City, contractors and the public in order to exchange information and offer outstanding customer service.

  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Ability to apply conflict resolution techniques
  • Must be able to take initiative and practice good judgment to complete assignments.

  • Possession of a valid driver’s license, good driving record and ability to receive and maintain a City Driving Permit.

Preferred Qualification

  • Bachelor’s degree preferred with three years overall relevant field experience.
  • Prefer knowledge of the Charlotte-Mecklenburg BMP Design Manual, the City of Charlotte Land Development Standards, other local ordinances, requirements, and/or manuals. 

Minimum Qualifications

  • Associate degree in a related field and one year of related experience.
  • Certification in SCM inspection and maintenance through an accepted regional certification program or the ability to obtain within one year.
  • Physical ability to inspect SCMs including the ability to lift up to 60 pounds and the ability to work under adverse weather and environmental conditions.

Salary

  • $51,791 - $64,738 Commensurate With Experience
