Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, real estate services, landscape management, and other support services.

Summary

This position is in the Engineering Services Division, Urban Infrastructure section of the General Services Department.
This position is responsible for providing project management and technical services for projects in support of the Capital Investment Program. 

Major Duties and Responsibilities

  • Apply engineering design principles to develop construction plans, specifications, and estimates for municipal transportation infrastructure projects initiated by the City and/or NCDOT
  • Applies project management skills and principles to execute all phases of multi-faceted capital projects from inception to completion
  • Serve as a supervisor and/or mentor and may lead project managers or other section personnel. 
  • Provide internal consultation for City projects and operations as a subject-matter expert in specialized field of public/private joint venture development. 
  • Provide expert technical advice, information, and consultation to consultants, contractors, engineers, City officials, and the public regarding applicable procedures, regulations, and standards
  • Ability to review plans to ensure quality and adherence to City plan standards, specifications, and design requirements
  • Ability to complete quantity take off, cost estimates, and successful management of project budget
  • Assist the program manager with planning, implementation, and administration of the program’s projects and division’s goals and performance measures
  • Provide extensive public relations and serve as the project liaison to the public, property owners, media, other government agencies, and other City departments/officials regarding assigned projects
  • Manage project budgets and schedules using Munis, Primavera, and Excel
  • Manage projects from planning through construction
  • Manage all administrative aspects of assigned projects; negotiates and monitors budget and expenditures 
  • Update project schedules and monitors progress of project in meeting established schedule
  • Provide direction and assistance to consultants

Knowledge, Skills & Abilities

  • Demonstration of consistent past project management successes
  • Progressively responsible leadership and organizational experience in project management or program administration with a demonstrated ability to effectively direct and guide teamwork effort
  • Effective verbal and written communication skills
  • Ability to lead a project team, supervise planning/design staff, and/or serve as a prominent member of a project team
  • Ability to work cooperatively and collaboratively with other City employees and the public
  • Effective computer skills including proficiency in Microsoft Office products (Word & Excel). Familiarity with Primavera, Adobe, and MUNIS.
  • Ability to plan, prioritize, and organize work and complete assignments with minimal supervision. 
  • CAD experience required

Preferred Qualification

  • Master’s degree in Engineering or related field with curriculum founded on the basics of transportation design and construction methods. Five (5) years of relevant work experience in civil engineering. 
  • Licensure as a Professional Engineer in North Carolina is preferred.
  • Thorough engineering project management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects is required 

Minimum Qualifications

Bachelor's Degree in Engineering or related field with five (5) years relevant work experience in civil engineering

Salary

$80,344 - $100,340 Commensurate with experience
