Summary

The Housing Rehab Specialist (Code Enforcement Inspector Lead) is responsible for the inspection of existing homes, preparing work specifications and cost estimates, bidding, providing contractor oversight and related activities. This position provides excellent customer service to both internal and external stakeholders

Major Duties and Responsibilities

  • Responsible for developing work specifications and preparing estimates
  • Manage contractors and contracts resulting in on time/on budget projects
  • Prepare bid packages and conduct bid walks

Knowledge, Skills & Abilities

  • Must pass the North Carolina Building Level 1 certification within two years of hire date
  • Analytical ability, strong critical thinking and problem-solving skills
  • Ability to work on multiple projects effectively and simultaneously
  • Strong communication skills, both in writing and verbally
  • Proficiency in Microsoft Word, Excel, Microsoft Project and Outlook
  • Ability to complete assigned tasks on time
  • Ability to establish and maintain good working relationships with clients with a strong emphasis on customer service
  • Ability to effectively monitor and manage field contractor performance
  • Ability to work well independently or within a team environment

Preferred Qualification

  • Understanding of Housing and Urban Development (HUD) programs related to housing and community development
  • Knowledge of federal, state and local regulations and policies relating to housing development (i.e., HUD programs, housing code, building code and permitting) and building/residential development practices and processes (materials, methods, practices and standards) is required
  • Experience with lead-based paint remediation and abatement projects

Minimum Qualifications

  • Requires a high school diploma or equivalent with three years of relevant work experience.  
  • Must pass the North Carolina Building Level 1 certification within two years of hire date.
