Summary

The Engineering Services Supervisor position is based in the Right-of-Way Section of the Development Services Division within Charlotte Department of Transportation (CDOT). This position is responsible for processing various Right-of-Way agreements such as encroachment agreements, abandonment petitions, master permits and assists in processing Right-of-Way lease agreements. This position may also supervise and provide assistance to other staff. Work involves considerable inter-departmental and public contact/coordination.

Major Duties and Responsibilities

  • Processes abandonment petitions (including City Council approval), coordinates review, field investigation, initiates requests for service, and tracks all submittals in accordance with established departmental processes and procedures. Maintains an accurate record system.
  • Performs deed, ordinance, statue, contract, and associated document research on a daily basis.
  • Processes encroachment requests, coordinates review, conducts field investigations, and tracks all submittals in accordance with established departmental processes and procedures. Maintains an accurate record system.
  • Responds to inquiries, requests, and complaints from the public; coordinates requests with department personnel, other departments, outside agencies and private contractors; communicates potential costs to the public of associated requests.
  • Conducts field investigations to determine appropriate action for service requests; ensures compliance with ordinances, and verifies petitions; takes measurements, documents with pictures, and evaluates existing conditions; conducts follow-up inspections upon project completion.
  • Coordinates with other agencies as needed: Park-It, CMPD, CFD, Solid Waste, Charlotte Water, private businesses, private residences, other CDOT Divisions, CATS, Charlotte Center City Partners, etc.
  • Performs related work as required by management.

Knowledge, Skills & Abilities

  • Knowledge of civil engineering or traffic engineering principles, practices, codes and ordinances.
  • Ability to establish and maintain working relationships with co-workers, public and private agencies, contractors and the general public.
  • Ability to research, read, and interpret deeds, contracts, ordinances, statutes, site plans, topographic maps, and related documents or designs.
  • Ability to prepare presentations and facilitate group meetings with occasional public speaking roles.
  • Insight to prepare and analyze data.
  • Ability to manage multiple tasks simultaneously.
  • Must have effective communication both verbally and written. Must have a valid drivers’ license, with a good driving record. Must be able to obtain, and maintain, a City Driving permit.

Preferred Qualification

  • Experience in one of the following fields: civil engineering, real estate, real estate/real property law
  • Experience with ArcGIS or associated software.
  • Experience with City Council (i.e. meeting, emails, phone calls, etc.)

Minimum Qualifications

  • High School Graduation or Equivalent and five (5) years of relevant work experience
  • Associate's Degree and three (3)  years of relevant work experience
  • Bachelor's Degree and one (1) year of relevant work experience
  • An equivalent combination of education and relevant experience that provides the necessary knowledge, skills, an abilities to successfully perform the essential job duties

Salary

  • $54,380.00 - $67,975.00 / Year; Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
