Function
Charlotte Water is seeking an Engineering Services Investigator to work with and assist the Environmental Management Division’s (EMD) Biosolids Coordinator to monitor the biosolids and residuals management program at the City’s five wastewater treatment plants and three water treatment plants.
Summary
The position will provide field support by performing field inspections for compliance with land application permitting requirements and contractual obligations at different sites in North Carolina and South Carolina, performing pad inspections to monitor the contractor’s housekeeping practices at Charlotte Water facilities, and coordinating with EMD operations and technical staff on special biosolids and residuals management-related projects. The position requires the ability to work well as part of a team, work effectively with the biosolids management contractor and regulators, and be able to communicate with customers. The candidate must be flexible with assignments and be self-motivated.
Major Duties and Responsibilities
• Coordinate closely with internal team members including other biosolids program staff, treatment plant engineering and operations staff, water quality scientists, continuous improvement professionals, and administrative staff.
• The candidate must be a certified operator for land application in North Carolina and South Carolina and serve as the back-up Operator-in-Responsible Charge for Charlotte’s biosolids management program in North Carolina and South Carolina.
• Coordinate closely with external team members including customers and contractors.
• Assist the Biosolids Coordinator with responding to non-urgent and urgent biosolids and residuals program-related issues at the water and wastewater treatment facilities, at land applications sites, and along routes to landfills or land applications sites.
• Travel to and perform duties as necessary at land application sites in various counties in North Carolina and South Carolina typically within a 100-mile radius of Charlotte, NC.
• Assist with preparation of regulatory-required annual reports.
• Stay current on wastewater and biosolids-related policies and ordinances (local, state, federal) by participating in classes and attending conferences.
• Perform other related job duties as assigned.
Preferred Qualification
• Two-year degree with coursework in environmental science or engineering, soil science, agriculture, agronomy, or biology.
• Three (3) years of related work experience with some or all of the following:
o municipal ordinances and/or state/federal regulations;
o technical standards pertaining to biosolids and/or wastewater treatment.
o soils or materials testing.
Minimum Qualifications
• High School Graduation or Equivalent and three (3) years of relevant work experience
OR
• Associate's Degree and one (1) year of relevant work experience
OR
• Bachelor's Degree and no relevant work experience
• Hold a North Carolina Land Application/Residuals Operator Certification or obtain the certification within one year after the first available North Carolina Land Application of Residuals Operator Training School.
• Valid NC Driver’s license
Conditions of Employment
