Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary

Under the direction of the Chief and Deputy Chief Procurement Officer, the Procurement Policy, Standards, and Optimization Program Manager is responsible for collaboratively assessing, developing, implementing, and overseeing the application of procurement policies, standards, and procedures, and continuously improving process efficiencies, effectiveness, and outcomes related to operational initiatives. The ability to determine and lead effective change management, training, and adoption protocols and strategies is paramount. This position is responsible for establishing and utilizing best practices to develop, implement, and administer policies and standards with all necessary controls, appropriate rigor, and discipline, to ensure that procurement is performed across the city with integrity and effective due diligence. Additionally, this role has primary responsibility for assessing, interpreting, improving, developing, and implementing process and procedures that ensure the highest level of organizational optimization across the city’s procurement environment. They will collaboratively lead City Procurement’s Strategic Optimization Program, while performing a number of critical strategic initiatives designed to continuously improve procurement citywide. 

Major Duties and Responsibilities

  • Researches, designs, implements, and updates strategic policies and standards, that, at their core, protect the City, while also providing for maximum legal flexibility, agility, and creativity;
  • Leads efforts to assess, develop, and update associated procedures and related business processes, templates, forms, guidelines, and training curriculums to ensure effective implementation and change management, and adoption of leading practices;
  • Administers comprehensive procurement risk assessments and remediation of policy and standards, inclusive of the development and recommendation of disciplinary actions for non-compliance;
  • Works closely with city, state and federal agencies to ensure necessary due diligence in the adoption and application of legal policies and best practices standards to mitigate risks for the city;
  • Researches, designs, and implements strategic procurement methodologies that are consistent with policies and standards, as well as systems and applications, and citywide objectives and initiatives;
  • Develops, manages, and implements special initiatives to effectively maximize people, processes, and technology protocols, standards, and controls;
  • Develops and implements strategies to optimize processes, standards, technical procedures, workflows, procedural guides, forms, templates, and other critical work required for continuous improvement aimed at improving cycle times, reducing administrative burden, "unthinking pipes", reducing inefficiencies, gap analysis and reduction, and effective us of skills and competencies;
  • Develops internal management and staff policies, standards, responsibilities, and expectations that reflect integrity and necessary due diligence in growth and development for core procurement competencies and professional skills consistent with procedural excellence and best practices;
  • Provides training, consultation, and change management in support of process efficiencies and continuous improvement;
  • Administers comprehensive procurement risk assessments and remediation of procedures and processes that fail to support effectiveness and efficiency, with recommendations for disciplinary actions for non-compliance;
  • Provides oversight, support and consultations to managers and staff performing all procurement efforts utilizing statutory guidelines, policies, procedures, and best business practices;
  • Understands and consults citywide on competitive bidding laws and best practices to ensure legal compliance with all procurement activities and acts in a liaison capacity with the attorney's office on legal and statutory matters, updates to contract and solicitation templates, and other legal an regulatory best practices;
  • Acts independently and cross-collaborates with the Compliance & Performance Manager; and
  • Performs related duties as required in support of general, specific, and unique procurement activities. 


Knowledge, Skills & Abilities

  • Requires working knowledge of Committee of Sponsoring Organizations (COSO) framework specific to internal controls, standards and risk management strategies that require policy and standards considerations and directives;
  • Requires advanced analysis and optimization skills utilizing a combination of organizational tools and concepts utilizing Six Sigma principals for process improvement;
  • Ability to implement effective change strategies that increases performance and decreases process variations that negatively impact operational support within the procurement process;
  • Requires in-depth knowledge of laws, ordinances, rules, regulations, and other procedure requirements governing public procurement;
  • Requires strong knowledge of local, state, and federal procurement laws, contracting methodologies, and best practices;
  • Ability to effectively prioritize and manage more complex or highly technical projects, including departmental, Citywide, or cross-departmental projects. 
  • Requires experience in process and procedure assessment and development;
  • Preferred candidate will be a highly motivated, seasoned professional able to function with minimal supervision and across multiple procurement disciplines in partnership with all levels of the organization; and
  • Requires critical thinking and problem-solving skills; as well as the ability to effectively communicate and manage change across all levels of government.


Preferred Qualification

  • Bachelor's Degree and three years of related management and supervisory experience in a mind to large procurement agency or Associate's Degree and five to seven years of experience, preferably in public procurement; and
  • Public purchasing, contracting, and other relevant certifications a plus (e.g. North Carolina School of Government, National Institute of Governmental Purchasing, Carolinas Association of Governmental Purchasing, or other similar purchasing organizations and institutions).


Minimum Qualifications

  • Bachelor's Degree and three years of related experience or Master's Degree and three to five years of experience or equivalent background, experience, and skills to perform the essential functions of the position.

$84,361 – $105,452 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
