Function

This is a position in the Rehabilitation and Operations Support Group (ROSG) within Charlotte Water’s Engineering Division.  

Summary

Charlotte Water’s ROSG team is responsible for managing projects that support the maintenance and rehabilitation of the existing water and wastewater treatment facilities.  This position provides and coordinates planning/design services for capital/operating improvement projects initiated by Charlotte Water.  Work involves initiating projects in areas of water treatment plants, wastewater treatment plants, and lift/booster pump stations; facilitating the design phase for projects through consultant selection, preliminary design, detailed design, procurement, and construction phase services; working with procurement staff; and performing general project duties and construction inspections.  This position involves assembling and reviewing studies for project consideration, proposing future projects, and assisting in management of current construction projects.  

Major Duties and Responsibilities

Reviews modeling, planning, and engineering studies in support of project analysis and design.
Prepares reports detailing the quantitative and qualitative analysis performed and provides recommendations.
Conducts assessments to determine infrastructure, facility, and other project requirements.
Develops engineering specifications for project consultants based on program assessments, design concepts, fundamental engineering principles, and approved preliminary plans. 
Provides technical assistance to project managers and procurement officers during the evaluation phase of consultant selection by evaluating proposals and making recommendations for awarding contracts.
Calculates cost estimates and identifies resources needed for projects.
Reviews project drawings and specifications during design development and before work begins.
Organizes and holds project-specific meetings as needed.
Coordinates and reviews the work of consulting engineers, architects, and other project service providers.
Provides as-built drawings, studies, and reports to project managers, engineering consultants, and contractors for reference in current projects.   
Reviews and processes consultant invoices and contractor payment applications.
Facilitates communication between the project manager, contractors, and other governmental agencies.
Provides technical support and conducts inspections throughout construction.
Performs other related job duties as assigned.

Ability to apply knowledge and understanding of fundamental engineering principles to project design or planning.

Preferred Qualification

Prefers Engineering Intern (EI/EIT) designation or the ability to obtain certification within one year.

Minimum Qualifications

Bachelor’s degree in engineering, construction management, or a related field from an accredited school.
Previous design or technical planning experience in civil engineering projects is desirable.

Licenses, Certifications or Registrations: 
Requires a valid driver’s license.
Prefers Engineering Intern (EI/EIT) designation or the ability to obtain certification within one year.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
