Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, storm water services, and other support services. Summary

The Senior Budget and Finance Analyst is responsible for assisting the Capital Budget Supervisor in managing the general Capital Investment Plan (CIP) and for providing financial support within the Budget and Finance Section of the Department of General Services. He/she performs accounts payable (AP) activities and processes financial transactions in the City’s MUNIS system.

Major Duties and Responsibilities

Monitor capital budget activity for Department’s capital projects
Act in lead role for capital AP activities including, but not limited to, vendor invoice payments, one-time vendor payments, construction contract payment applications and other payments to financial partners
Serve as primary approver of requisitions for purchase orders against capital projects
Review construction contract payment applications for capital projects and advise department staff on the proper preparation of these applications
Provide guidance and support to department staff for capital financial issues including research, training, and other assistance  
Coordinate training for MUNIS end users in the department and provide direction on accounting practices and city policies. Training may involve one-on-one instruction and/or small and large group settings
Troubleshoot issues that arise with MUNIS and provide timely responses and solutions
Assist with capital budget development and associated reporting
Provide analysis of complex data and trends to develop reports for senior level management 
Create and submit reports on financial information regarding purchasing, spending, capital projects, and account balances
Assist with the annual year-end closing process and new period opening for invoices, contracts, purchase orders and other financial transactions 
Prepare monthly and periodic journal entries to transfer budget and/or expenses to appropriate accounts in capital budgets
Assist with the preparation of the periodic capitalization, cash flow, and project status reports. 
Perform other special projects as assigned 

Knowledge, Skills & Abilities

Considerable knowledge of principles and practices of local government finance and accounting  
Ability to work independently with minimum supervision
Strong organizational and time management skills
Ability to communicate effectively, orally and in writing
Advanced Microsoft Word and Excel skills with an ability to master other job- related software such as ERP systems (MUNIS) and the finance components of other systems
Strong critical thinking and strategic analytical skills
Effective training skills in one-on-one and small and large group settings

Preferred Qualification

  • Combination of accounting degree, MPA or MBA
  • 3 - 5 years relevant experience

Minimum Qualifications

· Associates Degree and five (5) years of related experience or a bachelor’s degree with three (3) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

$70,821 - $78,690 Commensurate with experience
