Summary

Under the direction of the Charlotte Business INClusion (CBI) Manager, the Charlotte Business INClusion Certification Specialist Lead is responsible for performing and providing oversight for CBI Staff that complete the certification and verification process for diverse suppliers as outlined in the City Council adopted Charlotte Business INClusion Policy. The CBI Policy seeks to enhance competition in City contracting and procurement opportunities for Minority, Women and Small Business Enterprises (MWSBEs) headquartered in the Charlotte Combined Statistical Area.

Major Duties and Responsibilities

  • Collaborates with City departments and the diverse business community to communicate, educate, and engage stakeholders in meeting Policy objectives.
  • Exercises initiative, reviews, gathers, and analyzes data to make sound business decisions based on the CBI Policy; and communicates effectively to multiple stakeholders and/or customers.
  • Effectively provides direction and consultation to appropriate CBI Staff to ensure that all deliverables related to CBI Certifications/Recertifications are accurate and adhere to established policy and procedures.
  • Develops and provides new hire training and problem resolution to CBI certification team members.
  • Acts as final approver for Certifications/Recertifications completed by CBI certification staff.
  • Leads coordination with department liaisons with developing or clarifying appropriate CBI language for the City Council Business Agenda.
  • Applies knowledge of supplier diversity principles to assist in the development and implementation of strategic and business opportunities for diverse vendors. 
  • Provides strategic recommendations, along with specific actions, to increase MWSBE certifications/registrations and spending opportunities.
  • Leads City Departments to proactively identify, recruit, and certify/register MWSBEs in the City’s vendor management system and supplier diversity software.
  • Leads in providing technical direction as required to meet organizational goals of increasing MWSBEs and MWSBE spending. 
  • Monitors MWSBE certification/registration process to ensure application of the CBI Policy.
  • Leads in developing and creating formal documentation of certification compliance, practices, and procedures in support of the CBI Policy. 
  • Conducts investigations of policy violations and prepares investigative report findings.
  • Leads in preparing correspondence, reports, and other supportive documentation to City Departments, City Council, and legislature on MWSBE certification and other initiatives. 
  • Leads in the provision of certification data to support strategies and drive results. 
  • Leads in building strategic relationships, and developing opportunities for dialogue with key stakeholders, prime suppliers, and diverse suppliers.
  • Leads in proactively identifying MWSBE vendors in support of the City's current and future spend opportunities.
  • Represents the CBI Office at meetings, workshops, and seminars, among others.

Preferred Qualification

  • Bachelor’s degree and two years of related experience
  • Candidate possessing experience leading and directing professional staff; or an equivalent combination of education, knowledge, skills, abilities, and experience sufficient to successfully perform the essential duties of the job
  • Candidates with previous diversity and inclusion experience with a government entity are highly desired 
  • Requires a candidate highly analytical with strong attention to detail 

Minimum Qualifications

  • Associate's Degree with five years related work experience or Bachelor's Degree and three years related work experience or equivalent skills, abilities and education to perform the essential functions of the position.

Salary

$62,952 - $78,690 Commensurate With Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
