Summary

The work of the Shelter Manager involves the responsibility for providing leadership and direction for animal shelter operations with a focus on animal health and pathway planning. This position manages, directs, and supervises the shelter animal health care and animal husbandry programs.   Works closely with the director, veterinarian, and leadership team to manage the health, welfare, and live placement of shelter animals.
 
Work is performed under the general direction of the Animal Care & Control Director  or designee with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding animal needs and the administration of the shelter animal health care programs. An employee is this class is required to participate in the management rotation as an on call medical consultant for sick or injured stray animals. Supervision over others is required of this position. Position does related work as required.

Major Duties and Responsibilities

•Manages and oversees programs related to shelter animal health and animal pathway planning, animal intake procedures, disease management and prevention, vaccinations, and micro-chipping. 
•Oversees the work of certified euthanasia technicians and certified rabies vaccinators. Works as part of a team to provide humane euthanasia of animals. 
•Develops and implements policies and procedures related to animal shelter operations and animal health. 
•Maintains control drug records, orders and keeps inventory of veterinary medications and other medical supplies.
•Shares responsibility for daily animal population management and ensures animals have quick and smooth transition through the shelter with a focus on live release when appropriate.
•Supervises division employees by assigning and reviewing work, maintaining high standards, acting on employee problems, selecting new employees, appraising employee performance and recommending promotions/raises, discipline, and termination. 
•Sets goals for employees, develops and lead successful teams in a dynamic busy environment. 
•Coordinates with veterinarians in regard to general health care practices and protocols and monitors veterinary services. 
•Coordinates live animal placement with the customer service & community outreach manager with respect to final placement of shelter animals.  Serves as part of shelter rounds team to ensure timely movement and placement of shelter animals.
•Ensures division compliance with applicable laws governing the operation of an animal shelter facility.
•Ensures health care services are provided in alignment with the department’s overall mission to develop, implement, and meet short- and long-term goals.
•Prepares reports, correspondence and other documents as required.
•Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
•Adheres to the department’s safety rules and regulations.
•Performs other duties as assigned.

Knowledge, Skills & Abilities

•Thorough knowledge of humane animal restraint, animal temperament, and behavior modification.
•Thorough knowledge of animal health, veterinary medical management, and practices promoting animal wellness in a shelter setting. 
•Thorough, demonstrated knowledge of the principles and practices of general animal care and animal disease management, control, and prevention.
•Thorough knowledge of vaccinations required and proper techniques.
•Thorough knowledge of disease symptomatology, identification of sick animals and veterinary medical procedures.
•Thorough knowledge of federal and state laws governing the control and welfare of animals, the sheltering of animals, animal euthanasia methods and operating an animal shelter. 
•Working knowledge of county ordinances, relevant state and local laws and ordinances related to pet adoption and recordkeeping and department policies and procedures.
•Working knowledge of laboratory practices, physician protocols and legal requirements dealing with rabies.  
•Working knowledge of and ability to perform physical exams of animals.
•Working knowledge of animal disease diagnosis and management techniques including symptoms, treatment alternatives, and drug properties and interactions.
•Working knowledge of supervising and training personnel.  
•Working knowledge of budgeting inventory tracking and veterinary medical supplies.
•Working knowledge of shelter animal husbandry, cleaning techniques, and basic sanitation rules.
•Skill in being customer-focused, adept at problem solving and working collaboratively with others.
•Skill in making precise and coordinated movements of the fingers of one or both hands to provide vaccinations, medications or controlled substances.
•Skill in the management and supervision of others with the ability to create and lead teams in a busy dynamic environment.   
•Ability to make decisions, problem solve and implement short- and long-range goals.
•Ability to interpret and apply specialized policies and procedures.
•Ability to understand and carry out oral and written instructions, and to work independently in the performance of regular duties.

•Ability to perform math and calculate drug dosages.
•Ability to perform euthanasia by injection.
•Ability to keep accurate and detailed records, and complete routine paperwork evaluation after completing a task.
•Ability to read and interpret documents such as safety rules, operating instructions, government regulations and procedures manuals. 
•Ability to communicate effectively, both orally and in writing. 
•Ability to gather and analyze complex data.
•Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software to maintain records and prepare reports.
•Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy, thoroughness, and the physical condition commensurate with the demands of the position, while maintaining an ethical standard of customer service to a diverse community and standard of care to animals.
•Ability to supervise others in a leadership capacity

ADA and Other Requirements
Positions in this class typically require: grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements and Possible Hazards:
•Must be able to physically perform the basic life operational support functions of standing, walking, stooping, climbing, typing, talking, sitting, bending, kneeling, grasping, hearing, handling, pushing, pulling, lifting, carrying, reaching and repetitive motions of the hands and wrists.
•Must be able to perform medium work up to 100 pounds of force to move objects up to 50 feet.
•Worker is subject to inside environmental conditions; noise levels; and odors.
•Worker is subject to a variety of animal drugs and cleaning chemicals; wet and sometimes slick surfaces; zoonotic diseases; and working with animals of unknown temperament, injuries, or illness.   
•Must possess the visual acuity to operate a computer terminal, assess situations, administer injections, determine the dispositions of animals, and perform other tasks related to the position.

Sensory Requirements:
•Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
•Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain
•Comprehensive of written information in work related documents
•Ability to hear, understand, and distinguish speech

Working Conditions:
Indoor environment; environment may include noise; work with computers, files and phone.  While performing the duties of this job, the employee may work in outside weather conditions and or could potentially be exposed to fumes or airborne particles, animal transmitted diseases, exposure to fractious, frightened, dangerous animals, mental and emotional stress from euthanasia, and continual contact with irate/emotional pet owners and victims. The employee could work in precarious places and be exposed to wet and/or humid conditions and vibration. The employee could be occasionally exposed to toxic or caustic chemicals.

Other Requirements:
Candidates may be required to successfully complete and pass a pre-employment hearing and respirator clearance evaluation. Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.

Preferred Qualification

•Possession of or ability to obtain certification as a Certified Euthanasia Technician within the first six (6) months of employment
•Possession of or ability to obtain certification as a Certified Rabies Vaccinator within the first six (6) months of hire
•Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated

Minimum Qualifications

•Bachelor’s Degree in life sciences, zoology, biology or closely related field and three (3) years of work experience in animal welfare administration or related field

•Experience in directly managing and supervising personnel 

•An equivalent combination of training and experience as defined above


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
