Summary

The Public Safety Business Systems Manager is responsible for managing staff in the analysis, design, and implementation of technology initiatives in the areas of Project Management, Business Analysis, and Quality Assurance.  This position manages the full Project portfolio for Public Safety Technology and provides leadership on Project Management processes, work tracking, and the evolution of processes supporting these teams.   They are responsible for ensuring project results meet agreed upon scope, budget, schedule, and quality. Additional responsibilities may include coordination with vendors, participating in procurement processes, and contract management.  Responsible for supervising staff.  

Major Duties and Responsibilities

  • Supervise the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  • Manage and monitor work performance of a major departmental function which includes making final recommendations or decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. 
  • Responsible for the team that leads, plans, coordinates, tracks, and delivers projects of medium to high complexity utilizing enterprise established project methodology/framework and processes.
  • Lead the project team and manages performance, identify resourcing needs, and facilitate communication to ensure understanding of objectives and assignments and determine progress. Control the flow of project related information.
  • Develop and maintain various plans connected to the project and schedules. Plans may include testing, rollout, cutover, communications, etc. 
  • This position may be asked to lead large and complex technology initiatives within the respective Program.  As such, core Project management skills are a requirement for this position.  
  • Interact with business partner stakeholders to understand business requirements, propose solutions, project goals, and maintain positive relationships. 
  • Coordinate and facilitate working sessions with technical staff and business personnel to clarify processes and requirements based on feedback from other technical staff. 
  • Develop budgets and monitors use of funding allocated to projects. Procure any necessary hardware, software, or licenses using the city procurement processes and tools.
  • Develop and implement business process to manage program and system activities.
  • Interact with stakeholders and other departments across the organization to identify opportunities and drive growth.
  • Develop and maintain relationships with vendors as related to specific projects.  Cooperate with vendors to implement new applications, software, and other features. Negotiate statements of work and service contracts.
  • Perform related work as required.

Knowledge, Skills & Abilities

  • Strong project management experience including implementation and upgrades of business-critical systems.
  • Experience working with technical systems support professionals, e.g. project managers, business system and application analyst, network administrators, database administrators, and application developers.
  • Experience in providing application and data management support in a variety of business environments.
  • Ability to determine and convey budgetary project and program impacts to business partners
  • Experience utilizing and supporting analytical tools such as MS Excel, MS Access,  MS Project, and other project management tools.  
  • Detail-oriented with excellent organizational, time management, and project management skills. 
  • Excellent interpersonal skills with the ability to communicate appropriately with persons possessing a different level of technology aptitude or skills.
  • Ability to communicate effectively and demonstrate strong abilities in negotiation, persuasion, and conflict resolution. 
  • Excellent customer service skills.
  • Ability to identify, analyze and provide recommendations on business and systems processes and procedures.
  • Familiarity with Waterfall and Agile methodologies
  • Knowledge of Information Technology, Project Management, and Program Management best practices, standards, and terminology

Preferred Qualification

  • PMP certification
  • Some experience working within the Public Safety Technology field delivering products or services to support operational customers is preferred

Minimum Qualifications

Requires a four-year degree in Computer Science, IS/IT, or a related field, or an equivalent combination of experience and or training necessary to perform the essential job functions

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
