Charlotte Douglas International Airport (CLT) is ranked among world’s busiest airports, with an average of 1,424 arrivals and departures and 118,636 people traveling to, from and though CLT each day, according to Airport Council International’s 2021 rankings.

ACI ranks CLT No. 5 worldwide for air traffic and No. 6 for passenger traffic, reflecting the Airport’s important role in the aviation industry and as the second-largest hub for American Airlines. ACI based its 2021 rankings on 519,895 annual aircraft arrivals and departures and an annual passenger total of 43,302,230 people.

Summary

The Aviation Department is seeking an experienced and Supply Chain Manager for the Charlotte Douglas International Airport.  As a member of the Airport’s Strategic Leadership Team, the successful incumbent will direct the work of strategic sourcing functions, consisting of contract oversight over $300+ million annually for the Aviation Department.  In addition this role will provide complex administrative support to the Director of Compliance Services.  Serving as a change advocate, will exhibit demonstrated experience formulating and implementing long-term strategic plans, forecasting customer demand, and driving process improvement activities. Performs strategic initiatives to enhance customer service, standardize processes, and increase efficiency in sourcing activities. Ensures the compliance, completeness and adherence to federal regulations, executive orders, North Carolina state statutes and City policies.  Provides expert advice and consultation to management related strategic sourcing best practices. Independent judgment and initiative are exercised, within established guidelines, to direct and accomplish work activities.  Involves extensive contact with the public, airport tenants and City staff.


General Information
  • Standard business hours apply Monday through Friday.  Work required at other times for meetings, special events and emergencies/urgent matters.  This position currently operates under a hybrid schedule/work model.
  • Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit. 
  • Ability to pass a background check in advance of start date required.  Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

  1. Manage the performance of employees  responsible for sourcing contracts to design, build, operate and maintain the Airport.
  2. Serve as the in-house technical consultant on all sourcing and contractual matters to ensure consistent application of regulations, policies and procedures.
  3. Conduct spend and value analysis to identify financial and/or functional improvement opportunities.
  4. Create and implement sourcing strategies and functional objectives designed to provide value, quality and compliance in all sourcing activities.
  5. Collaborate with all Divisional Leadership staff to develop and maintain public facing forecasting activities and participate in public information sharing engagements as requested.
  6. Plan, coordinate, and manage the operational, financial, administrative, and technical responsibilities of the Airport’s Procurement and Construction Contracting function.
  7. Oversee and manage the bidding, selection, negotiating and awarding of construction, design services, goods, services and technology contracts ($180+ million annual operating budget and $300+ million annual Capital Improvement Program budget). 
  8. Coordinate the management of the Charlotte Business Inclusion (CBI), Small Business Enterprise (SBE), and Disadvantaged Business Enterprise (DBE) contract compliance requirements. 
  9. Manage and maintain strong working relationships with strategic supply partners to assure cost, quality and delivery targets are met.
  10. Identify potential risk areas and create risk mitigation solutions through audits and collaboration with major stakeholders.
  11. Administer and ensure compliance of third-party assurances including bonding and insurance submittals.
  12. Develop positions on claims and protests related to selection and contract award.
13. Develop and maintains business processes and workflow within City systems.
14. Manage transactions into planning and financial management systems to ensure financial integrity and compliance to Federal Aviation Administration grant assurance requirements.
15. Identify and develop continuous improvement strategies for business process and policy enhancements.
16. Review and approve Council Action Requests.
17. Develop and facilitate training for Department stakeholders, strategic business partners and other relevant parties.
18. Develop and administer policy and process and procedure documents including templates used by staff in day-to-day operations
19. Manage and maintain records in accordance to Federal Office and Information Act, State and City retention requirements.
20. Manage the preparation and fulfillment of public requests for information and records.
21. Performs related duties and special projects as required in support of general and specific Airport operations.

Knowledge, Skills & Abilities

  • Considerable knowledge of the principles and practices of large-scale strategic sourcing activities.
  • Knowledge of research methods and techniques.
  • Proficiency with Microsoft Office software (Word, Excel, PowerPoint, and Access) required.
  • Proficiency with Microsoft Project
  • Skills to multi-task, organize, complete projects on schedule with minimal instruction. 
  • Skills to communicate effectively verbally and in writing
  • Skills to work effectively with co-workers, tenants and the public, and represent the Airport in a positive, professional manner.
  • Ability to plan, direct and supervise the work performance of subordinates.
  • Ability to identify and analyze problems and identify possible solutions in support of established goals.
  • Ability to analyze administrative problems and to make sound recommendations for their resolution and to prepare working procedures.
  • Ability to express ideas effectively, both orally and in writing.
  • Ability to prepare and present clear and concise reports, correspondence and other written materials.
  • Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.

Physical Requirements
This position is sedentary in nature and may require extended periods of sitting. Remainder of time could be spent bending, reaching, twisting, standing, walking and driving.  May lift up to 25 pounds and carry for a short distance.

Preferred Qualification

Demonstrated experience in sourcing, procurement or purchasing activities. Experience leading and/or supervising a team is necessary.  Experience with governmental entity, preferably Airport operations is ideal. Valid professional certification (i.e., CPSM, CPPO) is preferred.

Minimum Qualifications

Associate's Degree and nine years of relevant work experience

OR

Bachelor's Degree and seven years of relevant work experience

OR

Master's Degree and five years of relevant work experience
