Summary
This new position serves as the Operations Team lead for the Strategic Planning and Operations Division of Storm Water Services. This position will develop the new operations program and be responsible for the supervisory, technical, and administrative work in directing maintenance and repair of the storm water system in the right-of-way and on private property. This position will lead the pipe video inspection team, emergency operations and response, cleaning operations and management of future operations. This position is a key contact responsible for prioritizing and coordinating operational activities with Charlotte Department of Transportation’s Street Maintenance Division and Storm Water Services’ Construction Division.
Major Duties and Responsibilities
- Develops and leads Storm Water Services Operations.
- Manages, supervises, and mentors the Operations Team.
- Assists in the implementation of the Storm Water Services Strategic Plan Strategic Framework and supports development and management of the Operation Team’s budget.
- Supervises the CCTV team lead, who manages the video and documentation of drainage pipe and structure conditions using CCTV technologies and following NASSCO protocol.
- Develops and leads in-house operation activities, which may, among other types of activities, include catch basin and pipe cleaning, vegetation removal, channel and ditch maintenance, erosion control installation / renewal, stabilization, storm water asset repairs, emergency response, street sweeping, maintenance of storm water control measures, etc.
- Oversees the storeroom including supplies, uniforms, and the purchasing, disposal, and management of vehicles, equipment, and materials.
- Leads Storm Water Services’ Emergency Operations and Severe Storm Response Team.
- Manages service contracts for CCTV, pipe cleaning, and other operational services.
- Monitors and measures performance, develops standard operating procedures and written staff responsibilities, inspects field work, reviews work orders, and develops and implements improvement strategies.
- Provides coaching, mentoring, guidance, and technical instruction to staff regarding processes, storm water operations, construction, and policy issues
- Coordinates and builds upon relationships within City, County and State departments particularly Charlotte Water Operations, Charlotte Department of Transportation Street Maintenance Division, Solid Waste Services, and North Carolina Department of Transportation.
- Serves as a leader and point of contact for the Strategic Planning and Operations Division.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
- High level of interpersonal, technical, collaboration, and leadership skills.

- Experience with, or the ability to learn, Cityworks asset management software.
- Working knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals.
- Knowledge of materials, methods, equipment, industry standards, and practices used to construct and maintain storm drainage systems.
- Demonstrated leadership skills and the ability to apply conflict resolution techniques.
- Ability to establish and maintain effective working relationships with other employees, departments, City officials and the public.
- Excellent verbal and written communication skills with the ability to relate well with a wide variety of individuals.
- Good problem-solving skills using logic and reasoning based on critical thinking with the ability to make decisions on a timely basis, identifying effective approaches for choosing a course of action and/or developing appropriate solutions within a team atmosphere.
- Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
- Ability to work well with others in a team environment.
- Proficient computer skills including experience with Microsoft Office Products and ArcMap.
- A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit.
Preferred Qualification
- Knowledge and experience in storm water management, operations, and maintenance of storm water facilities, problem solving, management, and supervision.
Minimum Qualifications
- Bachelor's Degree and seven years of relevant work experience or Master's Degree and five years of experience, or equivalent combination of education, skills and experience to perform the essential functions of the position.
Salary
$80,344 - $100,430 Commensurate With Experience
