Summary

This position is part of the Long-Term Stewardship (L-TS) Group within Charlotte Storm Water Services Surface Water Quality and Environmental Permitting Program and is primarily responsible for protecting and improving surface water quality within the City for compliance with state and federal laws.  This position is responsible for supporting Storm Water Services with the long-term maintenance and operation of City owned Stormwater Control Measures (SCM) and stream improvement projects. 

Major Duties and Responsibilities

  • Manage aspects of long-term stewardship for stream improvement projects; includes cost tracking and contract and workplan management with private consultants and internal and external municipal staff.
  • Provide technical support for City owned SCMs.
  • Provide technical support, reviews, and direction for stream improvement projects in areas of long-term maintenance and vegetation management.
  • Coordinate with other City departments regarding SCM operation and maintenance. 
  • Prepare maintenance notifications in order to help City departments and property owners comply with SCM maintenance and inspection requirements.
  • Prepare easement violation notifications to help property owners and the City comply with regulatory requirements for conservation easements on stream improvement projects.   
  • Manage contractors to execute the operation, maintenance, and repairs of Storm Water Services SCMs and stream improvement projects.
  • Conduct routine and as-needed inspections of SCMs and stream improvement projects and maintain documentation of site inspections. 
  • Coordinate with team members to prioritize, scope, and execute maintenance and repairs, in a timely manner.
  • Review Federal, State, and Local regulations as needed.
  • Provide accumulated yearly data to support recordkeeping required by the City’s National Pollutant Discharge Elimination System (NPDES) permit.
  • Update and improve internal guidance documents related to operation and maintenance of City owned SCMs and stream improvement projects.
  • Maintain project tracking database, physical files, project schedules, budget spreadsheet, and other organizational tools to comprehensively document project information.
  • Approximately 30-40% field work.

Knowledge, Skills & Abilities

  • Knowledge of SCM and stream improvement project operation and maintenance practices.
  • Knowledge of local, native riparian vegetation and assessment of invasive plant communities
  • Highly Effective verbal and written communication skills and ability to communicate well with people with a wide variety of backgrounds to develop solutions
  • Excellent project management skills to ensure quality, manage costs, maintain schedules, and manage contracts
  • Superior attention to detail that allows for thorough cost tracking and documentation
  • Effective computer skills that include proficiency in Microsoft Office Products (Word, Excel) and GIS  
  • Demonstrated skills in innovation and adaptive management for problem solving
  • Ability to perform duties at a high level with minimal supervision
  • Ability to organize and prioritize multiple tasks simultaneously
  • Team oriented problem solving serving as roles of listener, leader and follower
  • Effective presentation skills for local, state and national opportunities
  • Possession of a valid driver’s license, good driving record and ability to receive and maintain a City Driving Permit

Preferred Qualification

  • Five or more years of experience in the environmental field with related experience in implementation and post-construction inspection and maintenance of stream improvement projects and SCMs. 
  • Knowledge of the Charlotte-Mecklenburg BMP Design Manual, the City of Charlotte Land Development Standards, other local ordinances, requirements, and/or manuals. 

Minimum Qualifications

  • Bachelor’s degree in natural resources, earth or environmental sciences, biology, chemistry, soil science, engineering or related field and 3 years of related experience. 
  • Certification in SCM inspection and maintenance through an accepted regional certification program or the ability to obtain within one year.
  • Physical ability to inspect SCMs and stream improvement projects including the ability to lift up to 50 pounds and the ability to work under adverse weather and environmental conditions.


Salary

  • $66,099 - $82,624 Commensurate With Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
