Overview

The City of Charlotte’s Community Relations Department is seeking an ADA Plan Reviewer/Inspector is to assist the City ADA Coordinator in ensuring compliance with the Americans with Disabilities Act (ADA) built environment requirements for the City. 

Summary

The ADA Plan Reviewer/Inspector will focus on implementation and management of the identified architectural barriers within the ADA Transition Plan. The ADA Plan Reviewer/Inspector will also review plans submitted to the City as well as inspect new and existing facilities for compliance with the ADA. 

Major Duties and Responsibilities

Assists the City of Charlotte ADA Coordinator with efforts to comply with Title II of the ADA.

Assist ADA Liaisons with technical questions regarding the ADA’s design compliance requirements.

Assists in the City’s efforts regarding the Self Evaluation and Transition Plan and performing annual updates to the plan, including on-going monitoring of these requirements. 

Ensure that the City’s infrastructure is compliant with ADA requirements. Examples of tasks include, but are not limited to:
- Review of drawings submitted to the City for both 2010 Standards for Accessible Design and PROWAG requirements.
- Perform inspections of new and existing City buildings, parking decks, sidewalks, curb ramps, transit stops, and other infrastructure for compliance with the ADA.
         - Plan, manage, and ensure the remediation of architectural barriers identified in the ADA Transition Plan.
         - Inspect a facility not owned by the City for compliance with the ADA when the facility is selected to host a City sponsored event.
         - Provide technical assistance to City staff (engineers, planners, inspectors, etc.) on ADA compliance.
         - Provide technical assistance to private industry designers and contractors on ADA compliance.

Maintains current information regarding state and federal regulations, as well as best practices concerning ADA compliance.  

Gathers, analyzes, interprets, and concisely summarizes and reports information regarding accessibility technical requirements. 

Actively tracks and reports on legislation and industry trends. 

Provides training to departmental staff regarding related ADA topics. Acts as departmental resources for design compliance questions.

Drafts letters, memorandums and sends correspondences to Department employees and management.

Assists ADA Liaisons with technical design aspects of the ADA. 

Assist and coordinates each Department’s efforts regarding Emergency Management concerning persons with disabilities.

Effectively interacts with Departmental ADA Liaisons, businesses, governmental entities, and the public as required to accomplish the goals and objectives of this position. 

Demonstrates computer proficiency relative to all assigned responsibilities.

Thorough knowledge of major policy issues and trends affecting the planning, design, and construction of City infrastructure.
Thorough knowledge of ADA related local, state, and federal laws and regulations relevant to program areas. 
Knowledge of personal computers and software applications.

Skill in presentations and public speaking.
Ability to gather, assemble, and analyze facts and prepare reports.
Ability to devise solutions to problems.
Ability to perform technical plan review of construction documents for compliance with various ADA requirements.
Ability to perform on-site inspections of new and existing City infrastructure for compliance with various ADA requirements.

Ability to identify problems, evaluate alternatives, and implement effective solutions.

Preferred Qualification

ADA Coordinator Certification through the ADA Coordinator Training Certification Program (ACTCP) preferred.
International Association of Accessibility Professionals (IAAP-website) certification preferred.
Proficient bi-lingual skills

Minimum Qualifications

Graduation from a four-year college or university with major course work in engineering, architecture, or a related field, preferably supplemented by graduate level course work in one of these fields or any equivalent combination of experience and training in the knowledge, skills and abilities required. 

Salary

$58,219- $72,774

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
